Research On Performance Auditing Of Sponge City PPP Project

Sponge City is an ecological civilization construction project.This is not only an innovation of the urban water environment management ideas,but also the key to the realization of China's new urbanization.The construction of Sponge City in China is in the ascendant.The flexible mode of combining the PPP model and the government's implementation can effectively relieve the financial burden of the government,open up the fund-raising channel for the construction of China's sponge city,and simultaneously achieve mutual capital integration and complementarity.The diversification of the financing structure is an important push for the overall construction of the sponge city.However,regarding the supervision of the PPP project in the sponge city,the supervision mode is often supervised by the government and the public,or the project company supervises the implementation of the project from the perspective of internal control management.Although the regulatory body involves the auditing agency,it has not fully used it.The "immune" function of audit institutions.With the project being completed and put into operation one after another,the problems of inadequate supervision system and serious absence of performance auditing have become increasingly prominent.Therefore,in order to ensure the smooth implementation of the project,audit institutions need to be involved in the sponge city PPP project to carry out the entire process performance audit.In view of the shift in the economic interests of the SpongeBob City PPP project and the limited resources of the government audit department,the audit model of the traditional government investment project no longer applies to the Sponge City PPP project.Based on performance audit theory,life cycle theory,stakeholder theory,fiduciary responsibility theory,and new public management theory,a theoretical analysis was conducted to build a full-time performance audit model for phased Sponge City PPP projects that was both timely,dynamic,and comprehensive.The audit objectives,audit objects,and auditing standards of the model are proposed,and specific evaluation indicators for the performance audit of the entire process of the Sponge City PPP project are designed.Combining with the actual situation of the Zhenjiang Spongy City PPP project,the relevant measures and suggestions for performance auditing are proposed to promote the development of the PPP model and the Sponge City project better,which is of great significance in theory and practice.
