A Study On The Scale Of Foreign Debt In Russia

The issue of foreign debt is a problem faced by many countries in the world,especially in the developing countries.But the foreign debt source of Russia is not entirely due to the needs of the domestic economy.A great foreign debt comes from the debt inheritance of the Soviet Union.In the early 90 s,the foreign debt of Russia was 96 billion 600 million United States.Yuan,the larger external debt burden has become the main stumbling block of the newly established Russian economy.The scale of Russia's external debt has long been a major factor affecting the Russian Federation government's economic stimulus plan.Since Russia inherited the Soviet Union's foreign debt,the repayment of old debts has always been accompanied by the Russian financial plan.In addition to Russia's foreign debt sources and the external debt produced by Russia in order to achieve economic goals,the short-term repayment of foreign debt is more concentrated,resulting in a debt default in Russia in 1998,which is the first time in Russian history to default on debt.Russia's inherited foreign debts in the Soviet era were fully repaid in 2016,and the Russian Federation government gained greater confidence in economic development.This paper is mainly based on the reasons,scale,structure,problems and Countermeasures of Russian foreign debt.First,from the perspective of the reasons for the formation of Russian foreign debt,the main sources of foreign d ebt are the debts inherited by the former Soviet Union and the newly borrowed overseas debt to deal with the Russian Economic situation.Secondly,Russia's external debt structure and scale,Russia's foreign debt is mainly composed of term structure,curre ncy structure,financing structure and investment structure angle,while the scale of foreign debt in Russia,the proportion of foreign debt to export,foreign debt balance in the proportion of GDP,the balance of external debt account for the proportion o f exports.In terms of the characteristics of Russian foreign debt,the main Russian Federation government is actively paying off foreign debt,especially the repayment of the foreign debt of the Soviet Union,and the scale of foreign debt is gradually decreasing.Thirdly,there are many problems in the scale of Russian foreign debt.There are different types of Russian debt classification and statistical methods,lack of unified management of foreign debt at the national level,lack of unified strategic external debt restriction at the national level,and the influence of Russian foreign debt economic situation on debt paying ability.Finally,in the countermeasures to strengthen the management of Russian foreign debt planning,the government issued foreign debt management policies,restructured the external debt structure,raised the proportion of foreign debt repayment,established a perfect mode of foreign debt management,and strengthened supervision.
