With the improvement of land utilization ability, humans began to intensify claim against nature, for the field from the land extending to the whole biosphere, greatly accelerate the consumption rate in the process of land resources in economy, and derived the wetland reduce water loss and soil erosion, pasture degradation, forest land ecological problems. How to protect land resources, land use in the national economy departments to carry on the effective allocation of land resources, human and natural ecological system coordinated development of economy and society is now facing a major issue. The optimization of land use structure from the ecological perspective is realized by taking the value of ecosystem services as the quantitative value of ecological benefits.Conducive to ease the rapid expansion of urbanization areas complex and changeful conflict, quantity and layout optimization of land use structure, coordinate all kinds of land demand, maintain the ecological environment quality, and promote the sustainable utilization of regional land resources.Through the analysis and research of domestic and foreign literatures, this paper determines whether the ecosystem service value is a reasonable measurement index of land use structure and determines the adaptability index of land conversion. In the aspect of model establishment, the optimization model of land use quantity structure was established based on the hybrid frog jump algorithm by using the powerful calculation and optimization ability of SFLA algorithm. The weight of the index of land conversion suitability is determined by AHP.This article selects the data of land use structure in Heilongjiang province as a sample, through the study of Xie Gaodi to determine calculation method for regional ecosystem services value correction, the use of MATLAB programming to realize hybrid leapfrog algorithm, determine the number of land use structure.Meanwhile,Arc GIS 10.2 and RS were used to extract and analyze the current situation, temperature, slope and other spatial data of land use in Heilongjiang province,so as to determine the direction of land use space optimization in Heilongjiang province. The results show that in order to achieve the maximum value of ecosystem services in the study area,it is necessary to convert cultivated land and grassland into forest land.Among them, the cultivated land into forest land suitability of high area, mainly in the northeast of Heilongjiang province, the region has plenty of water, etc.Suitable for the conditions of the forestry development, and has a large area of forest land, near the area converted to forest land can guarantee the integrity of the land use types of connectivity and landscape;Grassland into forestland suitability of higher area mainly located in the northwest area of Heilongjiang province,in the greater Hinggan mountains range, converting grassland forest can not only increase the value of ecosystem services in Heilongjiang province, but also can effectively alleviate the problem of "three",promote the healthy development of the ecological. The grassland in this region is located in a large area of forest, and the conversion of the grassland into forest can also improve the continuity of vegetation and ensure the integrity of landscape. In order to ensure the normal development of agriculture and animal husbandry, the local government should improve the construction of high-yielding and stable farmland, improve the comprehensive production capacity of cultivated land, improve the quality of cultivated land and increase the output of cultivated land.Meanwhile,Heilongjiang province should focus on developing high-quality undeveloped grassland in Sanjiang plain to improve the quality of grassland.
