Countermeasures For Local Governments To Promote The Development Of Island Tourism

Tourism has become an important force in promoting China's economic growth.According to the data,the number of domestic tourists has exceeded 5 billion and the comprehensive contribution of tourism to GDP is 9.13 trillion yuan in 2017,which takes up 11.4% of the total GDP.With its own characteristics,Island tourism has become an important tourist destination.As an island with abundant coastal resources in Guangdong province,Hailing Island has witnessed an increasing number of tourists as well as a high contribution to economic growth in recent years.Meanwhile,the problems of insufficient public service facilities,environmental pollution and market chaos have become increasingly serious.It is urgent and vital for the local government to promote the development of tourism and play a good role.Tourism has the characteristics of public property,comprehensiveness,interregional and externality.Governmental intervention and promotion to the development of tourism industry has the its necessity in theory and reality,because the government is a significant supplement to the tourism private sector which is not experienced and strong enough.In theory,it is important for local governments to promote the development of tourism industry by means of tourism planning,infrastructure construction and industry supervision,etc.,which are irreplaceable by the market.Based on the research methods of literature analysis,empirical case and questionnaire survey,this paper discusses the countermeasures of local government to promote industrial development on three aspects: tourism planning,infrastructure construction and industry supervision.Based on the analysis of the status quo of the government's performance,it is found that the tourism planning is not perfect,the infrastructure construction lags behind and the industry supervision is not in place.As a result,to further promote the tourism development of the island,the local government is supposed to do the followings: revise and improve the tourism development planning,refine the scenic spots planning,improve the comprehensive traffic planning,continuously meet the increasing tourism development needs.In terms of infrastructure,further improvement on the tourist service system and the construction of transport system are required;the government is also expected to build a tourism smart island,set up the ecological priority concept,and improve the tourism safety and sanitation facilities.In the aspect of industry regulation,we should establish and improve the credit system of tourism market as soon as possible,strengthen the supervision of integrity,encourage the public to participate in tourism supervision,reform the system of tourism supervision,strengthen the construction of tourism law enforcement team,and give full play to the self-regulation role of trade associations.This paper studies the countermeasures of government intervention in tourism development specially for Hailing island.Though,due to the unification of local government functions and the similarity of island tourism,the countermeasures proposed in this paper have certain adaptability.
