| With the disappearance of demographic dividends, the rising labor costs, the reduced space for re-allocation of resources, the decline in capital rewards, and the weakening of traditional growth drivers,China's economic development has entered into the “new normal” economy which means the speed of economic growth in China changes from high speed to medium and low speed.Under such a new stage,it is necessary to find new momentum for sustainable development. The core of the new kinetic energy lies in promoting high-quality development.Only from the quantitative type to the quality type, from the scale to the intensification, and from the extension to the connotation-style,can we achieve from the “quantity advantage” to the “quality advantage”,as well as driving the fast car into a benign orbit. This article is based on the fact that China's economy has shifted from a high-speed growth stage to a high-quality development stage and is in the process of transforming the development mode, optimizing the economic structure, and transforming the growth momentum. We start from the perspective of new urbanization development with the help of principal component analysis and spatial metrology. On the basis of measuring the quality development of economic growth and the level of urbanization development,we will study their relationship, and put forward a feasible path to improve the quality of economic growth from the development of high-quality urbanization.Firstly,on the basis of clarifying the connotation of the quality of economic growth, this paper constructs an index system for evaluating the quality of economic growth which contains six dimensions, such as the efficiency of economic growth, the structure of economic growth, the stability of economic growth, the changes in the welfare of economic growth, the distribution of results, and the ecological and environmental costs of economic growth. Then we calculate the 2000-2016 year economic growth quality index of China with principal component analysis method. It is found that the quality index of China's economic growth showed a stable upward trend overall, but the regional gap was significant. And analyzed the development trend and the formation reasons of the economic growth quality index from the composition of the economic growth quality index.Secondly, the spatial panel model was used to empirically study the effect of urbanization level on the quantity of economic growth and the quality of economic growth,as well as the spatial spillover effect.A comparative analysis was conducted to explore the difference between development of urbanization on the quantity of economic growth effect and the quality of economic growth effect. The results show that the level of urbanization has a significant positive effect on the quantity and quality of regional economic growth;the comparative analysis found that the urbanization level can effectively promote economic growth based on the three kinds of matrixes which contains adjacency distance, geographical distance and economic distance. The quantity and quality of economic growth have improved, but the promotion of the quantity of economic growth has been more pronounced, indicating that although the new urbanization development can promote the "quality" and "quantity" of economic growth,it is still the driving force for the quality improvement of economic growth. It needs to be further strengthened. Finally, based on the impact and comparative analysis results of urbanization development on the quantity and quality of economic growth,we put forward practical policy recommendations that start with the development of new urbanization and promote the improvement of the quality of China's economic growth. And the possible shortcomings and problems that need further study are explained and forecasted. |
