China's economy has entered a new state,and the path of economic development is driven by material resources to innovation.The high-tech industry plays a key role in the process of economic transformation and establishing an innovative country,and agglomeration is the main mode of the development.With the rise of new economic geography,space spillover effect has become a new perspective to explain the improvement of technology innovation efficiency in high-tech industries.Besides,the study on different agglomeration models has great practical significance for the innovation efficiency in different stages in the new era,hoping to provide theoretical basis and policy support for the development of high-tech industry and economic transformation.Based on innovation value chain,this study analyzes the impacts of scale agglomeration,spatial agglomeration and its interaction on the innovation efficiency in the two stages.Secondly,with the panel data of 30 provincial high-tech industry between 2004 and 2016 in China as the sample,this study use the stochastic frontier analysis method to measure the innovation efficiency in two stages;Considering the lagging effects and endogenous problems of innovation efficiency,this study use the dynamic space econometric model to analysis it with the robustness test from then on;In order to discuss the evolution mechanism of agglomeration scale of leverage,this study uses the threshold panel model analysis it proposed by Hansen;Considering the traditional convergence model ignore the spatial factors,this study analyze the convergence of innovation efficiency and its influencing factors from the perspective of industrial agglomeration.The results show that:(1)the Moran'sI index indicates that there are obvious spatial spillovers in the innovation efficiency in the two stages in the provincial high-tech industry in China.The process of innovation value chain has significant positive spatial continuity characteristics.From the perspective of innovation in two stages,the scale of agglomeration has significant leverage effect on innovation efficiency,and spatial agglomeration on the innovation efficiency has inhibitory effect,and their interaction has complementary effect on both technology transfer efficiency and the transformation one,while there is a significantly higher robustness level in the technology transfer stage;(2)As scale agglomeration crosses three threshold values,the impact of spatial agglomeration on innovation efficiency shows an anti N-shape evolution with the characteristic of “obstacle-promotion-promotion-obstruction”;(3)Considering the spatial effect,China's provincial high-tech industry innovation efficiency not only has absolute convergence but also has conditional convergence.Besides,business performance,new fixed assets level,factor endowment and R&D expenditure density has significant leverage effect on the innovation efficiency in two stages dependently.Therefore,the provincial governments faced with the industrial policies should continue to expand the tendency of the high-tech industry.Considering the lag characteristics of technological transformation and conversion efficiency on the innovation value chain,the input and output of innovation in the two stages are effectively connected and the synergistic effect is strengthened.Based on different stages,different models of agglomeration should be taken into consideration,with an accurate docking and effective coordination.The conclusion of this study provides a useful reference for the relevant government departments to formulate technical innovation policies for high-tech industries.
