Poverty is a phenomenon in which there is a lack of material and spiritual life in society.It is one of the major problems that accompany and plague human development.Eliminating poverty is the common aspiration and common mission of mankind.China has a large population base and a large number of poor people.Compared with the coastal areas,in eastern,central and western regions and inland areas there are imbalances in development,and poverty alleviation and development is facing a grim situation.In November 2013,General Secretary Xi Jinping first proposed the concept of “precise poverty alleviation”when he visited the 18 Dong Village in Xiangxi,Hunan Province.In June 2015,during the inspection tour in Guizhou,the “six precision” requirements were clearly put forward.In November 2015,General Secretary Xi Jinping pointed out at the Central Poverty Alleviation and Development Work Conference that eradicating poverty,improving people's livelihood,and gradually realizing common prosperity are the essential requirements of socialism and an important task of our party.Do not relax,work hard and resolutely win the fight against poverty,and ensure that by 2020 all poor areas and poor people will enter a comprehensive well-to-do society.Accurate poverty alleviation has become a key strategy for protecting the fundamental interests of the people,ensuring the long-term stability of the country,and building a well-off society in an all-round way.Laishui County,Hebei Province,shares a 110-kilometer border line with Beijing and is at the forefront of docking Beijing.It is a new round of poverty alleviation and development identified in the country,the Yanshan-Taihang Mountains contiguous destitute region and counties,and also a demonstration area of Hebei Province's Central Poverty Alleviation and Poverty Alleviation.And it is one of the 9 key counties.Accurate poverty alleviation work is related to the overall development of the future.It is the county's most important and core work.This paper takes the status quo and countermeasures of precision poverty alleviation inLaishui County as the research object,and reads research literature on poverty alleviation and poverty reduction at home and abroad,sorts out research results,comments on poverty alleviation concepts,work patterns,etc.On the basis of the background of the research on accurate poverty alleviation work,The relevant concepts and types of poverty were explained accordingly.Based on the theory of public management theory and based on the spirit of the document policies of the Party and the State on Accurate Poverty Alleviation,the thesis summarizes the basic conditions of the county,the status quo of poverty alleviation work in Laishui County and the results achieved,and systematically analyzes the main existing problems and the cause of these problems in the precision poverty alleviation work in Laishui County.Under the premise of building a document card and scientific planning,it proposes a framework for sustainable poverty reduction supported by “establishing a platform for asset returns,developing the tourism industry,establishing agricultural parks,improving service systems,and building beautiful countryside”.
