With the leisure industry has been developing rapidly and become a pillar industry to improve people's quality of life and happiness,as well as a new growth point of national economy,our government attaches great importance to the healthy development of leisure industry,promulgated a series of leisure industry policies.How do these policies play the role in the development of leisure industry,and how to promote the healthy development of leisure industry in the future? These have become a topic of concern.To explore this issue,this paper determines the leisure industry in the tourism industry,cultural industry and mass sports industry,collates the leisure policies issued by the State Council and its ministries and commissions that are implemented nationwide from 1978,and analyzes the goals of the leisure industrial policy from time,theme,grade,nature,purpose and other angles consistent with the macro goals of the country's economic and social development,and basically realizes a threedimensional pyramidal leisure policy from the top level design to specific policies.To quantitatively analyze the effects of leisure industrial policies,this paper takes the National Tourism and Leisure Outline(2013-2020)and the Guiding Opinions on Accelerating the Development of Life-oriented Service Industry to Promote the Upgrade of Consumption Structure as examples and takes 78 listed leisure enterprises as samples to regard their market values as real-time changes in the value of leisure industry.Finally,this paper synthesizes the three-factor model and other scholars at home and abroad,establishes the factor decomposition model of cumulative excess income,and carries on the empirical analysis.It is found that in the leisure field,the enterprise liquidity,policy focus and enterprise type have a strong positive correlation with the cumulative excess income,while the scale and value have a strong negative correlation with the cumulative excess income,and the valuation level factor and the enterprise survival factor have no significant relationship with the cumulative excess return rate.It is hoped that these empirical conclusions will provide a reference for the sustainable development of leisure industry and the further implementation of policies. |
