When we look around the world today,the energy has become the core issue of impacting all world's political and economic problems,how to control and access energy is becoming the primary task of all countries.and now following the demand of China's energy is growing sharply,the external dependency of energy is strongly increasing,which caused a lot of national wealth is draining away,at the same time,the gap between energy supply and energy is getting bigger and bigger,the China's energy security problem is becoming more and more seriously.Since the 1990 s,China has become a net crude importer from an crude oil exporter,under the guidance of national energy strategy of "going out",China's state-owned and private oil enterprises began to go abroad and into these countries with oil and gas resources all over the world,they have established the stable oil and gas resource base in five continents to ensure that the nation's energy security through all kinds of ways such as the engineering & technical services,cooperating development,risk exploration,asset merger and joint venture operating,etc.In the process of construction of overseas oil and gas fields project,no matter to sign which kind of oil and gas contract and service contract,materials purchasing always will run through the whole period of project contract,and the procurement costs would account for more than 70% of the total project investment,since many years,a lot of experience and lessons have been shown the key of success of one overseas project is based on directly the successful supplier management.Sinopec Iran Yadavaran oil field project(Yada Project),is one of the largest operator project of all Sinopec overseas projects,is also the first Sinopec overseas project in which the supplier Documents Control Flow(DCF)management system has been implemented fully to manage the supplier to finalize the comprehensive management to whole production process and all-around of purchasing goods.This Paper introduces the establishing,practicing and developing of supplier DCF management system of Yada project,combining the theory of Buy-back Contract,Total Quality Control and Project Procurement Management,and by means of literature research,field investigation,theoretical analysis and induction,etc.to analyze the main problems in process of practicing of supplier DCF management system,to study these continuous optimization scheme and measures during 9 years,and finally to verify the remarkable function of supplier DCF management system,it means after signing contract,how Project Management Team can control the key process and key points which includes the supplier technical capacity,production capacity,production plan,inspection plan,raw materials procurement,production progress,quality control,final test,packaging,logistics,then to ensure to control whole process of production and quality,to discover the significant hidden danger and risk,to prepare contingency plans in advance,to complete the project hand over smoothly,the Paper finally demonstrates the supplier DCF management system is rally advance and scientific.Two purpose has reached by studying of this Paper,on the one hand,the supplier DCF management system has been become one of the most unique and effective methods of supplier management.On the other hand,after nine years of practicing and testing,supplier DCF management system is not only the highest standards,the best effort and better than the similar management standard of all Europe and American international oil companies,but also is the advanced method which is just the lack for Chinese enterprise both at home and abroad projects,and the more important is,in the Chinese national strategy of “One Belt and One Road”,the supplier DCF management system will provide reference and help them to promote efficiency of procurement management,reduce the risk of procurement quality,execute project successfully,for ensuring the China's energy security,to make a contribution for achieving the safety and benefit maximization of investment abroad of national and enterprises.
