Research On Risk Prevention And Control Of Baotou Government's Land Reserve Debt Repayment

Land reserve is an important means of government to regulate land transactions and to normalize the land market.As the scientific implementation of the land reserve,land resource can be utilized economically and intensively,and urban develop stably,thus,government's objectives of improving the well-being of the people can be achieved.Government's land reserve debt accumulates because of the contradiction between the large demand of capital for land reserve and the finiteness of the government's financial disposable funds.Then a series of risks that may occur in land reserve debt will impede the government's objectives.Therefore,the effective prevention and control of the government's land reserve debt repayment risk is of great significance for the government to improve the level of public management.This research was completed mainly by means of investigating on the spot and quantitative analyzing,and some other methods are applied at the same time.The paper first analyzed the status of Baotou government's land reserve debt,put forward the matter of debt repaying risk,and the shortcomings of Baotou in risk prevention and control were evaluated.Then the reason of Baotou government's land reserve debt repayment risk were analyzed in detail,including debt size,raising and spending of funds,return of funds,construction of institutional mechanism,and policy environment change.The last and most important,with relating experience in solving land reserve debt in advanced areas at home and abroad,the paper puts forward some specific countermeasures and suggestions: the first is to broaden the source of repayment;the second is strict control of the debt size;the third is to strengthen the supervision of funds;the fourth is to lift efficiency of funds return;the fifth is to make a good use of the land reserve special bonds;the last is to establish and improve the risk prevention and control mechanism of land reserve debt repayment.
