Research On The Effect Of Target Poverty Alleviation Policy In Qingshuihe Prefecture

Since the implementation of the "Precision Poverty Alleviation" policy at the end of 2013,68.53 million people have been lifted out of poverty by the end of 2017,and the annual poverty reduction target of 10 million people will continue to be fulfilled in the next three years.This is a necessary condition for building a well-off society in an all-round way by 2020.As a year of precision poverty alleviation policy implementation in 2018,precision poverty alleviation policy is coming to an end,so it is of great significance to study the effect of precision poverty reduction policy.In this paper,the representative Qingshuihe Prefecture in Inner Mongolia Autonomous region is selected as an example.Qingshuihe Prefecture is a poor county in Inner Mongolia Autonomous region,and Qingshuihe Prefecture is an accurate poverty alleviation county.The effectiveness of the Inner Mongolia Autonomous region has a great role in precision poverty reduction.Based on the current situation of precision poverty alleviation in Qingshuihe Prefecture,this paper uses the comprehensive evaluation method of AHP-TOPSIS as the research tool of effectiveness evaluation,and establishes the target layer of precision poverty alleviation in Qingshuihe Prefecture.At the same time,five indexlevels and 16 sub-indicators were established.By collecting and calculating the poverty alleviation data from 2014 to 2017 in Qingshuihe Prefecture,the comprehensive score of precision poverty alleviation effectiveness in Qingshuihe Prefecture from 2014 to 2017 was obtained.Through the comprehensive score evaluation of Qingshuihe Prefecture from 2014 to 2017,the results of poverty alleviation are obvious,and there is a stable and moderate development trend.For further promoted Qingshuihe Prefecture to finish the task of overcoming poverty at an early date.From the current situation of precision poverty alleviation in Qingshuihe Prefecture and the field investigation data,the author analyzed the poverty alleviation in industry,education and society.The problems arising in the poverty alleviation work of ecological compensation and the masses' self-relief from poverty are analyzed,and the causes of the problems are analyzed.Finally,specific countermeasures and suggestions are given to solve these problems,such as industrial poverty alleviation: strengthening the propaganda of industrial poverty alleviation.We should change the backward concept of the masses,implement the industry poverty alleviation with precision,protect the ecological environment while the industry is helping the poor,take the infrastructure construction as the first step to promote the industrial poverty alleviation,and promote the poverty alleviation through the industry.Lifting the disabled out of poverty in rural areas;helping the poor through education;strengthening the construction of the contingent of teachers;coordinating the "five groups";recognizing the importance of vocational education;giving play to the role of "helping the wisdom";and helping the poor by society:coordinating the radiation role of various ways of helping the poor,Focusing on poverty caused by illness,breaking down barriers to poverty alleviation in health,perfecting social security system,innovating social security system mechanism,ecological compensation for poverty alleviation: realizing "win situation" between poverty alleviation and ecological civilization construction,strengthening the ability of poor areas to develop themselves;The countermeasures of mass self-relief from poverty include strengthening the propaganda of education,grasping the typical demonstration and leading and guiding the good atmosphere of self-poverty.
