The issue of transfer and continuing for basic medical insurance relationship is rooted in the internal differences of medical insurance system and the differences of local policies.This problem has become increasingly prominent under the influence of the employment situation in our country and the frequent flow of the population,and it is related to the protection of the rights and interests of off-site workers.Paying attention to the rights and interests of medical insurance transfer and continuing has important significance.Based on social security related theories,the article uses the method of empirical research to explore the problems and causes of transfer medical insurance relationship across regions.According to the existing policies,the article divides the types of medical insurance transfer and continuing,and sorts out the operational mechanism of non-native employees transfer medical insurance relationship into Beijing,and builds a rights and interests analysis framework of medical insurance transfer and continuing.By analyzing the protection and loss of the sample's rights and interests,the paper finds that the rights and interests of the transferred persons have been well protected,but the proportion is low;the ratio of non-transferred persons who insured in Beijing is lager,the loss of their rights and interests is serious;there are also problems such as waiting period,treatment gap,impaired retirement benefits,etc.The author analyzes the causes of loss of rights and interests from the perspectives of individual factors,occupational factors,and public factors,and considers that the degree of protection of rights and interests is the result of internal and external factors,and the level of education is an important internal factor,and the policy design and implementation has also greatly affected the realization of medical insurance transfer and continuing.The article puts forward measures from multiple perspectives to protect the rights and interests of no-native employee in Beijing,such as enhancing the insured persons' awareness of the responsibilities of safeguarding rights and interests,and carry out re-education about social insurance business,establish and form a classification guidance mechanism for non-native employees;formulate benefits continuing policies,and cancel the binding policies of old-age insurance and medical insurance;greatly strengthen labor inspections and social insurance audits,and actively guide the behavior of social security outsourcing organizations;establish medical insurance adjustment funds,and unify the medical insurance management system and information platforms.
