Mobile communication industry is the basic industry of China's national economic development and strategic industry,its products and services is fundamental and public characteristics,plays a very important role in the economic development of china.In 2013 the first issued 4G licenses,China's telecom market in 2014 officially entered the 4G era,only after a year of rapid development,by the end of 2014,4G mobile users has exceeded the total amount of 97 million,while the total number of mobile users is about 485 million 250 thousand 3G.With the further increase of the number of 4G users,mobile Internet access traffic will continue to increase,the growth rate of mobile phone Internet traffic is large,these are largely increased the use of mobile Internet data traffic.In 2015 China tourist spending has been increased to $105 billion in overseas,continuously ranked first in the world.In this context,Z has developed a data flow roaming project.Starting from the general method of project evaluation,the characteristics of data traffic project implementation benefits roaming to Z company,using DEA method,based on Tobit regression for Z to implement data flow roaming project are analyzed and discussed.Based on the analysis of the implementation of data traffic on the Z roaming characteristics of the project,construction of Z company's implementation of the evaluation index system of project data roaming traffic.And for Z to implement data flow roaming project 2016-2017 data to carry on the empirical analysis.The analysis includes factors of implementing data flow roaming project benefit empirical analysis and Z analysis of DEA project based on Data Envelopment analysis.The results show that the method is applicable,reflect the actual situation of the Z company to implement the benefits of data flow roaming project,has important value and significance to evaluate implementation of data traffic project of Z company and enhance roaming...
