Research On Optimization Of Fiscal Expenditure Structure In Zhejiang

In 1998,China proposed the establishment of a public finance system that suits the socialist market economy.After 20 years of continuous development,public financial system construction has achieved remarkable results.As an important part of the construction of the public finance system,the constant optimization of the structure of fiscal expenditure has also been widely concerned by scholars.On the one hand,China's economic growth from high-speed growth to high-quality development requires a corresponding adjustment of the structure of fiscal expenditure.On the other hand,China's fiscal expenditure still has the phenomenon of "absence" and "offside".In the face of these problems,how to optimize the structure of fiscal expenditure has become the focus of this study.Based on the theory of economic development stage,endogenous growth theory,public choice theory,and social welfare theory,this article combines the different stages of economic development in China and the practice of fiscal development to seriously sort out the 17 th,18th,and 19 th National Party Congress,etc.The report on the development goals of public finance,development ideas and the five development concepts proposed by the Fifth Plenary Session of the 18 th CPC Central Committee made a scientific definition of the structure and classification of local fiscal expenditure based on the perspective of development.For example,from the aspects of people's livelihood finance,green finance and development finance,the optimization of local fiscal expenditure structure will be explored in order to provide other provinces and cities with a reform plan that can be used for reference.At the same time,the historical comparative analysis method and the state space model are used to carry out econometric analysis on the existing fiscal expenditure structure,and the development experience of local fiscal expenditure structure in developed countries is used for reference to fully understand the development direction and deficiencies of local fiscal expenditure structure.The research results show that environmental protection expenditure in Zhejiang Province has a positive effect on economic growth and has the greatest effect.People's livelihood spending is also a positive effect.The positive effects of basic industry and infrastructure expenditures are relatively weak,public security services and social governance expenditures and scientific and cultural expenditures.The overall negative effect.Combining the economic and social development of Zhejiang Province,this paper proposes “reducing public safety services and social governance expenditures,improving the efficiency of fund use;focusing on people's livelihood,strengthening people's livelihood spending;paying attention to the environmental protection field,increasing environmental protection expenditures,and increasing basic industry and infrastructure expenditures.Integrate with the market,rational allocation of scientific and cultural expenditures,and other specific countermeasures and suggestions.
