Research On Internal Control Improved Design Of SG Group

The state-owned enterprises(SOE),as the main body of China's national economy,play a leading role in the national economy.In order to meet the needs of the development of the socialist market economy and adapt to the new normal of economic development,SOE reform has entered a new historical period today.The core of deepening SOE reform is to establish and improve the modern enterprise system,and to form a good mechanism of self-management,specified decision-making,self-discipline,risk control and innovative development adapt to the marker competition environment at home and abroad.Internal control,an important part of the enterprise management and operation,has been popularized and applied in much more companies along with a continuous progress of the global economy and enterprises' continuously increased operating demand.It is used to supervise various businesses,to ensure the integrity and effectiveness of the enterprise's assets,and to discover and solve management problems in time.Historical experiences prove that a safe,rapid,sustainable and healthy development of an enterprise requires a perfect internal control system.The internal control has been popularized and applied in the countries of the word,and has become an essential technology for effective management of large and medium-sized enterprises.The particularity of state-owned enterprises in internal control is obvious.Based on the particularity of state-owned enterprises,this thesis considers the situation and problems of improving internal control in the process of SOE reform.On the basis of consulting a great deal of literature,actual work and investigation,the thesis takes SG Group as an example and studies the internal control framework of SG Group and its specific contents.SG Group is one of the first 57 large-scale pilot enterprises approved by the national ministries in 1994 and its predecessor was established in April 1950.A modern enterprise is formed now through historical changes and secondary pioneering.SG Group has made brilliant achievements in the process of development.Now,it is experiencing a new period of deepening all-round reform and promoting transformation and development.There are many problems in internal control due to management system,institutional characteristics,personnel thinking mode,ideological structure,management system,supervision and control,etc.According to the “basic regulation of enterprise internal control” and its supporting guidelines issued by the state,the research analyzes the present situation and existing problems of internal control for SG Group from the five elements: internal environment,risk assessment,control activities,information & communication,and internal supervision.Thus the existing internal control system is improved,and more complete contents and guarantees are proposed.Since the eighteen Party's Congress,the CPC Central Committee has requested the party to thoroughly carry out the party's mass line educational practice and a series of clean government regulations and regulations,this thesis focuses on the new tasks of state-owned enterprises reform and add some new views to the design of improving internal control system.To a certain extent,this these shall help deepen SOE reform,ensure the preservation and appreciation of state-owned assets,enhance the competitiveness of SG Group,and promote a smooth reform of SG Group.This article is divided into six chapters.The first chapter is the introduction,which introduces the background,significance,method and basic content framework of the thesis research.The second chapter is the basic theoretical part,which introduces the domestic and foreign research on internal control.The third chapter analyzes the current situation and problems of SG Group's internal control.The fourth chapter carries on the improvement design to the SG Group internal control system.The fifth chapter puts forward safeguards measures for the implementation of internal control improvements.The last chapter summarizes the full text.
