The Research Of Cost Management Of Construction Project In RD Academy Of Sciences

Nowadays,the main infrastructure funding sources of most research and public institutions are from government.In the management process of construction projects,the quality and duration of projects are always the focused objects while the cost management is generally ignored.And the phenomenon of 'three over',which means budgetary estimate over estimation,budget over budgetary estimate and settlement over budget,is always appeared.In recent years,with the increasing of construction projects in RD Academy of Sciences,the existing extensive cost management is no longer applicable.It is urgent to introduce the idea of delicacy management to improve the current cost management status.Based on the existing domestic and foreign delicacy cost management experience and relevant theories,firstly,this article will analyze the current cost management situation of construction projects in the Academy of Sciences.The science and technology center will be taken as an example,and there will be a profound analysis about existing cost management problems from the aspects of organizational design,informatization,personnel cost consciousness,and implementation process.Finally,targeted method according to delicacy management will be proposed.This paper indicates that in terms of organization,the elastic and well-defined matrix organization structure should be utilized to centralized the management resources in the Academy of Sciences.In terms of personnel,the methods of publicity,training,assessment should be used not only to strengthen the personnel consciousness of delicacy cost management but also to strengthen the cost management responsibility on every functional departments and project implement groups.In the aspect of informatization,an information management system of construction projects should be invested and established.It can provide a communication platform for every stakeholder,improve the information processing efficiency and facilitate the cost of data collection,collation and analysis.In the process of project implementation,cost management in every stage should be emphasized,and advanced methods in delicacy cost management should be constantly learned.For example,value engineering can be used in design optimization and earned value management can be employed on dynamic cost monitoring.This paper will have a contribution for the Academy of Sciences to recognize its cost management problems and realized the importance and necessity of delicacy cost management.If the academy can make a fundamental change,the cost management of construction projects will be improved to higher level and even the internal overall management ideas will be affected and have an enhancement.
