With the advancement of smart city construction in China,there has been an upsurge in the construction of smart cities in all regions.However,in the process of construction,most of the urban construction has high similarities,lacks individual characteristics,and no smart city is constructed according to local conditions and urban characteristics.The key work in the construction of smart cities is the construction of informatization,the unified evaluation index system for the level of informatization construction of smart cities,and the selection of scientific evaluation models and methods must be the core of all parties concerned in the informatization construction of smart cities,and the basis for quantitatively measuring the level of construction.At the same time,it is necessary to give full play to the characteristics of its own resources,innovate the construction and development model,and build sustainable and distinctive smart cities as the key issues for smart cities.First of all,this paper sorts out the relevant literature research on smart city and urban informatization construction at home and abroad,and introduces the background and significance of the study on the level measurement of smart city informatization construction.The concept connotation of smart city,informatization and measurement is clarified,the theoretical connotation of level measurement of smart city information construction is introduced,and the connotation of the five basic elements of smart city information construction is analyzed.Secondly,it analyzes the construction principles of the index system,and elaborates the influencing factors for the construction of the index system for the measurement of the level of smart city information construction.Based on this,it includes information infrastructure construction,public information service level,economic growth level,information industry level,and information.At the five levels of the environmental level,a multi-dimension and multi-level index system for measuring the level of information-based smart city construction was constructed,and indicators were analyzed.Thirdly,introduced the selection basis for the level measurement model of smart city information construction,and then built a level measurement model for smart city information construction based on the grey relational degree-BP neural network,elaborated the steps of the model algorithm,and thus built the level of informationalization of smart cities.Conduct a systematic measurement evaluation.Finally,13 smart cities were selected as research samples,and MATLAB statistical software was used to train and learn the sample data to measure the level of smart city information construction.According to the status quo of smart city informatization construction,suggestions and suggestions for the development of smart city construction are proposed from the four aspects of constantly improving the information infrastructure construction of smart cities,adjusting industrial systems,innovating management mechanisms,and creating innovative talents.
