Liquidity risk is the inherent risk of commercial banks,and it is highly infectious and destructive.After the outbreak of the financial crisis in 2008,the regulatory authorities of various countries made reflection and adjustment on the existing liquidity risk regulation.Basel ? also introduced a liquidity risk request after the crisis,in addition,two numeral indexes are put forward for the first time: Liquidity Covered Ratio and Net Steady Finance Ratio.Under the auspices of the members of Basel,international financial regulation has opened a new curtain.In essence of liquidity policy tools and the central bank's monetary policy target,but may liquidity regulations of central bank open market operations and the effect of monetary policy transmission mechanism,Such as strengthen the initiative of open market operations,adjust the structure of the duration of the open market operations,influence the central bank's balance sheet,weakens monetary transmission multiplier effect,and reduce the interbank market participation.In addition,the liquidity policy tool indirectly affects commercial Banks through the credit cycle and anticipated adjustments.In the wake of the global financial crisis,the us,Britain and the European Union have dramatically accelerated the reform of the financial regulatory system.The principle of liquidity regulation and specific supervision measures are put forward for Basel III.At the present stage,China should improve the liquidity risk regulation index,implement differentiated regulation concept and expand the scope of liquidity risk supervision with supervision and technology at the micro level.At the macro level,we should establish the coordination mechanism of liquidity risk regulation and macro-control,deepen the development of China's financial market and strengthen the cooperation of international financial supervision.
