Study On The Evaluation To The Construction Of The Test Of Town-level Small Cities In Fujian Province

Since the reform and opening up,China has always considered accelerating the development of small and medium-sized cities as the main direction for optimizing the scale structure of cities and towns.It will promote the development of small and medium-sized cities,guide the population to small and medium-sized cities and ease the pressure of population influx in large cities as one of the major urbanization strategies.Against this background,a number of economically and socially developed towns have emerged in some of the pioneering regions.However,they are bound by the administrative system and their growth potential is inhibited,the Central Committee puts forward the proposal of establishing a market-setting model with administrative innovation and administrative costs reduced and selecting the population of more than 100,000 in town to launch the test of town-level Small Cities.In response to the central government,The government in Fujian selected 15 center towns to launch the test of town-level Small Cities in September 2014,such as Jiangyin town and Bangtou town,ect.The article takes the town-level cultivation evaluation in Fujian province as the research content.The article use many methods of literature induction,AHP and subjective grading.On the basis of clarifying the research background and significance,the related research content,framework,research methods and innovations.The paper is guided by administrative level and magnitude,systematic evaluation theory and growth pole theory.this paper expounds the general situation of cultivation of small cities in the town level at the national level,explores the proposal and construction progress of cultivation of small cities in Fujian Province,and at the same time,Indicators and qualitative indicators of the Fujian provincial town cultivation pilot evaluation index system.Based on the relevant theoretical research,this paper use the constructed evaluation index systems elects to evaluate the three towns of Saiqi,Taimushan and Bangtou.Based on the evaluation results and the factors discussed,which restrict the cultivation of pilot cities in small cities,the paper puts forward some countermeasures and suggestions how to promote the development and evaluation of pilot cities in Fujian.The main conclusions of this paper:First,by summarizing the preliminary work of the test of small cities in Fujian Province,the research find that overall achievements have been achieved.the comprehensive ability is constantly enhanced,the industrial ability and support is also constantly strengthened,the mechanisms and systems are constantly innovated,and the project-driven capability is prominent.However,there are also some elements problems,money and land and the talent persons,lagging infrastructure construction and other hardware facilities,obvious constraints on the reform of the system and mechanism,and overly weak management rights.Seond,the evaluation index system for the test of town-level Small Cities in Fujian Province consists of six primary indicators and twenty two secondary indicators,there are urban planning,economic development strength and situation,urban comprehensive carrying capacity,agricultural transfer population aggregation,the test of town-level Small Cities of reform and innovation and the test of pilot promotion.Third,the evaluation on the pilot construction of small towns of Saiqi and Taimushan and Bangtou,the research found that the speed and quality of the development of the three towns were improved,there was an imbalance in the promotion of construction and development in the towns and the overall reform The intensity of the promotion was weak,which restricted the continuous progress of pilot construction to some extent.Forth,with the requirements of new urbanization,the article propose to promote the development of small towns in townships that base on the local development features and resource endowments.We need to optimize the planning and distribution of experimental towns and intensify the role of agglomeration and radiation,speed up the pace of reforms and innovate the mechanisms and systems for the small cities,strengthen some infrastructure construction and also needing to enhance the public service capabilities.in addition to,we can reinforce the support of elements and build pilot cities for small-scale cultivation,or accelerate the evaluation process and form a supervision and evaluation system,dynamically adjust and improve indicators to form a scientific and reasonable indicator system.
