Research On The Sustainability Of Rural Targeted Poverty Alleviation

In recent years,the party and the government has continued to issue relevant policies on poverty alleviation,so,the development and improvement of the economics and infrastructure in poor areas,the improvement of the production and life of rural residents and the realization of the targeted poverty alleviation is becoming a major concern of the whole society.The report of the 19 th National Congress of the CPC pointed out that it is important to win the fight against poverty,mobilize the whole party,the whole country,and the whole society,stick to implement the targeted poverty alleviation to help the real poor and really help the poor.It shows the determination that the CPC and the government firmly grasp the Thirteenth Five-Year plan,achieve the goal of the targeted poverty alleviation,and build a moderately prosperous society.With the deadline for the targeted poverty alleviation approaching,the country's efforts to combat poverty have been increasing,and the work of the targeted poverty alleviation has made rapid progress,how to ensure the quality of poverty alleviation,how to achieve the real poverty alleviation,how to promote the long-term stable development of the people out of poverty is a real problem in the present.As the General Secretary Xi Jinping stressed during his participation in the Qinghai delegation's deliberations,it is important to focus more on the sustainability of the targeted poverty alleviation.Based on the sustainability of the targeted poverty alleviation,this paper has synthetically used the theories of social governance and sustainable livelihoods,the methods of literature analysis and field research(including questionnaire survey and interviews),combining the data and materials obtained from the field research of 4 towns in Q district of Jiangxi province,starting from finding the problems of the rural targeted poverty alleviation in the aspect of sustainability,further exploring the underlying causes of these problems(namely the main factors that affect the rural targeted poverty alleviation),therefore,putting forward some countermeasures and suggestions to promote the sustainability of rural targeted poverty alleviation.The survey and research find that our country's work of targeted poverty alleviation and it's effect are difficult to be sustained and stable in many aspects,including that,firstly,the risks of fragility are still high: the foundation is not strong enough,there is a high risk of returning to poverty because of diseases,marriage and house;secondly,secondly,the industries of the targeted poverty alleviation can't be carried out effectively: the progress of industry projects is slow,lacking of scale and characteristics,farmers benefit less,that means the “blood transfusion mode” of poverty alleviation is still dominant;thirdly,the effect of the relocation of the poor is not significant: the relocation focuses too much on itself,neglecting the following development of the farmer after the relocation,making the relocation lack of staying power;fourthly,the phenomenon of lying and hiding is prominent: farmers are afraid of out of poverty,and they are not willing to take off their hats which as a symbol of poverty;fifthly,the inspection of the work of poverty alleviation becomes a mere formality: helping the poor taking inspection as the driving force,making the poor aren't really out of poverty,causing the quality of poverty alleviation is low.In terms of the questions,this paper analyzed the underlying causes of the above problems from three aspects: the grass-roots government,the teams of poverty alleviation and the farmers themselves.The following conclusions have been drawn.Firstly,the grass-roots government lacks the correct view of performance,precise management lacks precision,and precise assessment lacks continuity.Secondly,in the team of poverty alleviation,the personnel allocation is little,lacking of pertinence,the post adjustment is too much,lacking of continuity,the quality of rural cadre is low,lacking of positivity.Thirdly,farmers themselves have insufficient internal impetus and development ability,and the unhealthy ways and customs between each other have formed perplexity.At the same time,the above causes are also the important adverse factors that affect the sustainability of rural targeted poverty alleviation.Based on the above problems and the underlying causes of these problems,this paper has proposed five specific countermeasures and suggestions to provide some thoughts and ideas for the sustainable development of rural targeted poverty alleviation.Firstly,establishing dynamic management mechanism to achieve precise management.Secondly,assess the effect of poverty alleviation precisely and strengthen the implementation of responsibility.Thirdly,strengthening the construction of the teams of poverty alleviation and ensuring the quality of poverty alleviation.Fourthly,deepening industy assistance and employment assistance,promote the ability hematopoiesis.Fifthly,updating the ideas and customs of famers to stimulate the endogenous power.
