Research On The Methods And Effects Of Targeted Poverty Alleviation On The Cloud Of Agro-tech Extension

With the transfornatioin of modern agricultural development mode,the work about poverty alleviation has been transformed from traditional poverty alleviation to targeted poverty alleviation.Targeted poverty alleviation is the new thinking of the innovative of anti-poverty development mode.The current research mainly comes from policy recommendations and solutions for poverty alleviation from the macro-level,and the research is not deep enough.In the era of "Internet+",innovating agricultural technology extension system and promoting targeted poverty alleviation comprehensively has become a hot issue.Our research group in 2009 developed the "Cloud Platform of Agricultural Technology Extension Service in National Grassroots"(hereinafter referred to as "Agro-tech Extension Cloud "),adding the information technology to the traditional agro-technique extension model,and implemented the operation mode and mechanism of agricultural science and technology service system,which was coordinated by the government,scientific research institutes and agricultural production operators.Firstly,the document literature from the three aspects of poverty and targeted poverty alleviation,agricultural science and technology service system,"Internet + Agro-tech Extension Cloud" for targeted poverty alleviation was collected and collated,and the targeted poverty alleviation research progress through agricultural science and technology was summarized in this paper;Then,in poor rural areas of Guizhou,we made a survey about the local poverty situation,the extension of poverty service status and present demand for poverty alleviation,and classified the present promotion and service model about the "Agro-tech Extension Cloud";Then,statistical data in survey questionnaire was collated and analyzed about the key factors that hindered the agro-technique extension service with two aspects——the perspectives of poor farmers and agricultural technology experts in poor areas,based on the Grey Correlation Analysis and Analytic Hierarchy Process.Based on "Agro-tech Extension Cloud",the necessity of financial and industrial poverty alleviation was carried out,while taking science and technology as the main line;Finally,according to the analysis conclusion,the targeted poverty alleviation methods on "Agro-tech Extension Cloud" was put up,throughout the total factor and the whole-life cycle,while the advice on how to design the system for poverty alleviation being given.Besides,a preliminary examination of the effect of accurate information collection,financial poverty alleviation and industrial poverty alleviation mode of Agro-tech Extension Cloud was conducted in the study.
