Since 2015,the exploration work of China's urban and rural residential earthquake catastrophe insurance system has been carried out in an orderly manner,and it has entered the stage of trial and experiment.As the publishing of "building of urban and rural residential earthquake catastrophe insurance system implementation plan" on May 16th in 2016 and the releasing of "The administrative measures on special reserve fund for earthquake catastrophe insurance for urban and rural residential buildings'" by the ministry of finance on May 16th in 2017,"The earthquake catastrophe insurance regulations" is also expected to be released in 2018,the construction of earthquake catastrophe insurance system for urban and rural residents of our country will be comprehensively spread out.The pilot experience and practice in domestic places such as Yunnan,Shaanxi,Sichuan show that,because there are many commonalities and crosses between the establishment of earthquake catastrophe risk safeguard mechanism of policy-related rural housing insurance and the construction work of earthquake catastrophe insurance system for urban and rural residents of our country,the system construction must adapt to the actual situation and change of our country's housing supply,need to be incorporated into a system to analysis and discussion.Focusing on these new features,this paper tries to make a systematic and comprehensive study from the perspective of theoretical exploration and practical operation.The design and system construction of China earthquake catastrophe insurance for urban and rural residential buildings,are not only faced with two kinds of risks that the solvent was"breakdown" and systemic massive credit default occurs after the destruction of adhesive mortgaged property,but also need to solve two new problems that the earthquake catastrophe insurance for urban and rural residential buildings achieves accurate docking with earthquake catastrophe risk safeguard mechanism of rural housing insurance,the coverage of the earthquake catastrophe insurance for urban residential buildings adapts to changes in supply structure of urban housing market.Therefore,to analyze its various factors one by one as specific,comprehensive and in-depth as possible,to make the countermeasures and Suggestions of the system construction methodical,systematic,and has certain operability,has the important practical significance for the building of the guidance system.The first part of this article introduces the research background,purpose and meaning,content,method,theoretical basis,technical indicators,the related research progress both at home and abroad,summed up and summarized the innovation and deficiency in this article,deepen the understanding and the comprehending of the research on this article expatiates;the second part analyzes the developmental current situation of earthquake catastrophe risk safeguard mechanism of rural housing insurance and the earthquake catastrophe insurance for urban and rural residential buildings,and deduces the rules and trends that the system construction must follow;the third part dissects the risks and problems that need to be faced in the establishment of the system,and analyzes the reasons;in the fourth part,we draws the experience from the comparative analysis of the earthquake insurance system practice in the overseas and Taiwan province of our country,and obtain the enlightenment to the construction of our country system;in the fifth part,aim at the risks and problems faced in the establishment of the earthquake catastrophe insurance system for urban and rural residents in China,put forward some countermeasures and suggestions.
