An Empirical Analysis Of The Efficiency And Influencing Factors Of China's Provincial People's Livelihood Financial Expenditure

People's livelihood is directly related to the most direct,realistic and vital interests of the people.Whether it's employment or education and health care,it has been a hot topic of national and social concern.In the fifth Plenary Session of the 18 th CPC Central Committee,the party put forward that during 13 th Five-Year,we must ensure basic livelihood and achieve the goal of all the people entering a well-off society.Ensuring and improving people's livelihood is not only an effective way to expand domestic demand,but also helps to reduce the income gap between urban and rural areas,promote economy and promote the coordinated development of society.Ensuring and improving the livelihood of the people is the fundamental starting point and the foothold of accelerating the transformation of the economic development mode,which is beneficial to our country to cross the Middle Income Trap and build a well-off society and a modern socialist country.Based on public finance theory,public choice theory and public expenditure theory,this paper,based on public finance theory,public choice theory and public expenditure theory,uses data envelopment analysis(DEA)and Malmquist productivity index to face the inter provincial expenditure efficiency of China's people's livelihood from the static and dynamic two layers.Carry out evaluation.According to the efficiency value,the efficiency of China's inter provincial people's livelihood financial expenditure can be compared,which can improve the efficiency of the use of the financial expenditure of the people's livelihood,and promote the rational allocation of funds and the equalization of basic public services.At the same time,the Tobit model is used to study the factors that affect the efficiency of the people's livelihood financial expenditure.It is found that the level of urbanization and the level of marketization are positively related to the efficiency,and the financial autonomy is negatively related to the level of education.The level of economic development has nothing to do with the efficiency of the livelihood of the people's livelihood,and explains the related reasons.Finally,based on the empirical analysis of the efficiency value and the factors affecting the efficiency of people's livelihood financial expenditure,we put forward some relevant policies.The main suggestions include improving the efficiency of the people's livelihood financial expenditure according to local conditions,building the incentive and constraint mechanism of the people's livelihood finance,combining the government with the market,strengthening the construction of urbanization.
