Study On Overall Planning Of Financial Funds In Nanning City Based On Collaborative Governance

Finance is born with governance functions.Finance is positioned as the"basis of government governance" because the operation of most governmental activities is promoted by financial funds.However,financial revenues and expenditures are not simple technological activities.Under the background of the new normal economic development,financial revenue has been growing at a medium and low rate,whereas the scale of financial expenditure has been expanding increasingly.To ease the huge stress of revenue and expenditure,the government has proposed to intensify the promotion of the use of financial funds,gather parts into a whole,optimize the allocation of financial funds and promote the establishment of a modern financial system.With an overview of the present situation of China's current financial fund management,there are fragmentation problems such as scattered distribution of financial funds,decentralized management objectives and low use efficiency.Starting with fragmentation problems about financial funds,the paper analyzes the performance and causes of fragmentation of financial policies,financial inputs,financial objectives and financial power,and demonstrating that it is extremely urgent to solve these fragmentation problems.As a radical approach to the fragmentation and hollowing out of government management as well as the logic to deal with complicated social problems,collaborative governance is precisely providing correct guidance for solving the fragmentation problems of financial funds.Based on concrete cases about the overall use of financial funds in Nanning City,after discovering major problems in the overall planning of financial funds,e.g.insufficient cognition,weak system constraint and unsatisfactory cooperation between departments,the paper makes full use of the theoretical tools of collaborative governance to propose collaborative governance strategies for overall use of financial funds from perspectives such as value concept,system mechanism and collaborative actions,which is of great significance both theoretically and practically.
