Since the reform of the tax sharing system in 1994,the local government's land transfer fees have wiped the record many times.In 2016,the land transfer fees in China reached 912.93 billion yuan,a year-on-year increase of 19.8%,the data is breathtaking.Although land finance played a positive role in our country's initial accumulation period,but with the gradual strengthening of local government's reliance on land finance,under the leadership of land finance,the economic development model of drinking poison to quench thirst has caused public criticize a series of problems caused by "land finance".Land assetization and rising house prices have become the labels of land finance.The shortcomings of land finance and its persistent negative impact make the land financial reforms imminent.Under this circumstance,an objective analysis of the various types of effects that land finance may cause,targeted and constructive suggestions are practical issues that help local governments to get rid or land financial dependence and achieve sustainable development.This paper starts from the causes of land finance,analyzes the composition of land finance,and analyzes the scale and characteristics of land finance in China with the classification criteria of the east,middle,and west,and sort out the origin and status of land finance.Secondly,this paper analyzes the potential risks of land finance one by one based on economic,urban expansion,and social levels,and analyzes the mechanism and extent of the various effects of land finance.Finally,basing on the perspective of local government,this paper proposes ways and means for local governments to go out of the financial constraints of land finance in terms of open source,throttling and supporting measures.
