Research On Supply-side Structural Reform In Japan

Supply-side structural reform is essentially the transformation of the mode of economic development.Previous way of production is highly dependent on inputs,especially of natural resources and labor factor inputs,but when this "vulgar"model of development in the existing already unsustainable development concept and the economic and social environment,when resources elements and labor input can not make contribution to economic growth,we must promote total factor productivity to boost the economy efficiency,promote economic growth,by means of supply management reform.In the 1970 s,Japan has experienced the Nixon exchange rates and two oil crisis,domestic excess production capacity,excessive energy consumption,heavy pollution and the shortage of innovation all sorts of contradictions and disadvantages growing supply side economic development facing the double challenges of growth is shifting and motivation to upgrade.The Japanese government has carried out a series of reform actions in terms of policy measures and institutional arrangements.Encourage technical innovation,and apply new technology development of advanced technology industry,adjust the structure of inputs,in order to promote ways to promote interaction between enterprise and industry evolution,and then adjust the industrial structure adjustment,finally realizes the upgrading of economic growth.Japan has not only managed to cope with the challenges of the two oil crises,but also has improved the international competitiveness of its products.So Japan' s reforms in the 1970s and 1980s were relatively successful.From 2015 China supply side formally promote structural reform,in the aspect of theory and policy of the reform practice in China has accumulated many experiences,but reform is still in its beginning stage,so the reform of the supply side draw lessons from other countries experience is very necessary.Japan has a similar background with China in the 1970s,and similar attempts and adjustments have been made in the reform.Therefore,the reform experience of Japan in this stage is worthy of reference.Therefore,this paper will use the framework of evolutionary economics to systematically analyze the supply-side structural reform in Japan during the 1970s and 1980s.The specific research object is the transformation of technology in the supply-side structural reform of Japan and the co-evolution process of enterprises and industries.Comb through to the domestic and foreign literature sum-up of the Japanese government role in the process of the two policies and measures and the system arrangement,and according to the evolutionary economics paradigm for the government,enterprises and industry policy to promote technological change in the mechanism of action were discussed.Research has shown that it is because of the government's policy for guidance and constraint of the process of technological change,the Japanese innovation consciousness,innovation,and innovation has changed,and in the process of technological change as the achievements of the new technology,leading the development of Japan' s advanced technology industries and transform the sunset industry.In the process of technological change,enterprises and industries also interact with each other,changing the adaptive landscape of the two parties and evolving together.In cooperation with Japan's "reduction operation" measures,the reform goal of adjusting the economic structure has been achieved.Based on the above analysis,this paper has obtained the enlightenment to China's supply-side structural reform on the path selection,policy measures and institutional arrangement of the supply-side structural reform.
