In the situation of economic globalization,China which is one of the major countries in the manufacturing industry not only needs to face the increasing domestic competitive pressure,but also experiences the competition of international manufacturing industry.Aimed to remain invincible in the severe market competition and ever-changing mission,enterprise must set about solving the problems in the budget management aspect and choose more adaptable budget method and strategies of the enterprise in the long-term development.It can be said that comprehensive budget management has been widely used in the enterprises,and it is essential for the development of enterprise.However,with the increasing fierce market competition,the traditional budget management has been unable to satisfy the business enterprise's need about pursuing the profit maximization.And the presentation of value chain has enriched the meaning of budget in the enterprise application.So this thesis studies and discusses the comprehensive budget management theory on the basis of value chain theory.YM company now still uses the traditional comprehensive budget management and the disadvantages of the budget management have become more and more obvious.Now YM company should focus on maximizing enterprise value by realizing value added.Buliding a comprehensive budget management mode on the basis of value chain and strengthening the control and assessment of the budget implementation effect are one of the important means for the company to gain the competitive advantages in the tire industry at domestic and foreign markets.Through building such a comprehensive budget management system,it is helpful to clarify its strategic position accurately and maximize the enterprise value.This thesis uses the porter's value chain concept as the instruction,combines the comprehensive budget management model and the value chain theory and also analyzes its value chain and value activities.Then it analyzes YM tire company by the way of discovering problems-analyzing problems-solving problems.After analyzing the situation of YM company and the current situation of budget management,we find that there are some certain problems in the budget.Through the analysis of the internal and external value chains of the company,we can understand the strategic goals of the company,identify its own competitive advantages and effectively distinguish the value-added homework and non-value-added operations.On this basis,we construct the comprehensive budget management model basing on value chain,including the determination of budget management objectives,budget management organization setting,budget preparation,budget adjustment,budget feedback,the evaluation of difference analysis,rewards and punishments,etc.Besides,we also put forward targeted policy recommendations for the company to implement comprehensive budget management on the basis of the value chain.As a result of building the comprehensive budget management basing on value chain,the company can allocate enterprise resources well and achieve the goal of maximizing enterprise value.
