Analysis Of The Case Of Accurate Financial Poverty Alleviation In Qiyang County

In 2013,Xi Jinping went to Hunan province for the first time in the 18th hole village and investigated the "seeking truth from facts,adjust measures to local conditions,classification guidance,precise poverty alleviation",then governments responded quickly and positively,in order to help all the people being out of poverty.In October 2017,Xi Jinping,general secretary of the Chinese communist party national congress put forward again the opening meeting,to resolutely fight poverty to be completed,by 2020 the current standard all the rural poor out of poverty.However,China's regional economic differences are large and the process of targeted poverty alleviation is different.At present,there are still some problems.As a non-poverty county,Qiyang'precision of poverty alleviation work in 2014 is much perfect,so Qiyang won the praise of poverty relief office of Hunan province,its way of precise poverty alleviation is worthy of reference and analysis,but at the same time,economic mainly concentrated in Qiyang' county center,compared to it,other towns and villages have been developing slowly,the crucial task is very difficult.Firstly,This article introduced the background and significance of poverty reduction through financial precision in our country,then reviewed and summarized the related domestic and foreign studies.On this basis,it explained financial targeted poverty alleviation's related research,including the domestic and foreign scholars' different understanding and definition on financial targeted poverty alleviation of poverty alleviation and precisely for financial summary for poverty alleviation and the precise poverty alleviation development model research in finance.In this paper,based on the relevant theories of financial precision poverty alleviation,using literature study,empirical analysis and case analysis,in the form of case analysis of Qiyang's accurate financial poverty alleviation in detail:first of all introduces the Qiyang's accurate financial poverty alleviation,development course and the basic situation,and then chose poverty alleviation and efficiency for poverty alleviation concrete analysis angles of financial precision poverty alleviation and development present situation,to bank,the people's bank and guarantee companies and other non?bank financial institutions for poverty alleviation subject analysis.Then this paper analyzed the operating mechanism of "shareholding system+",bank guarantee and credit sharing system,the poverty alleviation model in Qiyang county.Finally,through the DEA model,the empirical results of high precision poverty alleviation efficiency of finance in qiyang county are obtained through the empirical analysis of the application efficiency of precision poverty alleviation fund in qiyang county.Meanwhile,through investigation and research,because of the profit nature of financial institutions,the formulation of poverty alleviation policies and the financial environment.So this paper advises government to strengthen financial literacy education,improve the compensation mechanism for risk sharing,innovate financial mode,build characteristic industry for poverty alleviation projects and strengthen the financial poverty alleviation policy coordination.
