Research On The Inclusive Growth Of China's Coastal Regions

The purpose of "inclusive growth" is to alleviate the phenomenon of widening income gaps and prominent poverty problems in the world,especially in Asia.However,in recent years,the world is constantly facing the threat of extreme poverty,and Asia still has the tendency to continue to increase its income gap,it is imperative to promote the realization of inclusive growth.China is an active advocate of inclusive growth and an active practitioner of inclusive growth.China's coastal regions are the pioneering area for reform and opening up.The speed of social and economic development has caught the attention of the world,and at the same time effectively promoted the development of inland areas.On the way of China's active implementation of inclusive growth,whether the long term development of coastal areas has been carried out along the track of inclusive growth has such profound significance.Therefore,based on the social opportunity function,this paper uses the social opportunity function method to measure the opportunities of financial,education,medical treatment,employment and ecology respectively in China's coastal regions from 2000 to 2015 from the municipal and provincial levels.And learned from the basic orientation of Bossel and constructs the estimation system of inclusive growth from the aspects of existence,ability,development,freedom and opportunity to measure the comprehensive level of inclusive growth.Then use the Gini coefficient to calculate the spatial differences in inclusive growth.We had analyzed the results and got some conclusions,as follow:(1)Along with the rapid economic growth in the coastal regions,The gap between the urban and provincial governments in the coastal regions was large,and the increase of the financial average opportunity had weakened the fairness of the society.The educational opportunities were reduced and the degree of inclusion was high,but the gap between the urban scale opportunities was widening and the educational opportunities were inclusive.Medical treatment opportunities grew faster with a good inclusive trend.Besides,job opportunities kept relatively stable,and ecological opportunities tended to be equal.(2)All the opportunities had increased in the time dimension,but the coastal regions did not achieve inclusive growth.(3)Guangxi has the best living conditions,Shanghai with the highest level of competence and freedom,Guangdong's development momentum is the strongest but showing a weakening trend,Social opportunities are relatively balanced,the most opportunities are Shandong.The rapid development of coastal regions has increased the inclusive growth level,but the growth rate is slow and the stability is weak;(4)The Gini coefficient between regions is large,the degree of inclusive growth has a large gap in space.And the eastern coastal high,north and south coastal low development trend.This paper also puts forward the suggestions of decision-making for the government to achieve the inclusive growth of the coastal provinces and cities.
