In today's China,the city under the background of the rapid development,around the city have brought about the development of financial income and life convenience dividends,at the same time,is also facing the challenge,especially in the city land use showed some problems,the construction of many of the city's land has expanded to control the boundary of city development,city the expansion of the scale and ecological protection of the rigid requirements of the contradiction between the increasingly sharp,city land "growth" instead of"incremental expansion" imperative,with the new urbanization strategy deeply,the city land use will be more "extensive" to "intensive",its utilization characteristics will tend to be more "endogenous relying on the" and "stock mining",in the process of stock to land in the two land development has become an important way to revitalize the stock of land,two times the development of Potential analysis will also become one of the most important steps for China's small and medium-suized cities to optimize the layout of urban space and revitalize the stock of land.Through the comparison and analysis of domestic and foreign city land two development research status,combined with China's current city land two times the development of relevant policy systems are summarized and analyzed,found the policy system on the two development of land in our country there are many problems,especially there are many vacancies in the coordination of the two parties garin development stakeholders,the academic research on the part of the vacant cover plays an important role in guiding and reference.Small and medium sized city features a typical refined to the Hector mountains,by collecting relevant data and preliminary analysis of the subjective Heshan District of the actual situation,determine the basic research methods,the research content and direction.This paper take the mountainous city land as the research object,choose more than 100 cases from Heshan District in the city center,in-depth analysis of the status of the stock of land use,and then calculate the potential content of two times the development of city land is divided into economic potential and scale potential,establish a comprehensive multi factor index system of potential,based on the actual situation of Heshan District.Based on the comprehensive renovation and transformation based on the realistic condition of the two aspects of the use of cluster analysis method and Delphi method,single factor index weighting calculation analysis results.The conclusion shows that the city land in Heshan District Based on comprehensive renovation and transformation of two aspects based on the realistic conditions have great potential,and chart analyses the distribution status of potential space.In the end,according to the specific circumstances of Heshan District and calculation results,put forward to promote the stock of land planning and management,improve the stock of land transfer policy,and two development and industrial upgrading,transfer the combination of development and protection implementation suggestions.
