Development Evaluation And Optimization Strategy Of Regional Integration In Suzhou Industrial Park

With the rapid expansion of the Development Zone,the surrounding villages and towns are constantly being brought into development.It is a regular way of development for most of the development zones in China to expand itself through the annexation of the surrounding towns.This kind of "annexation" development is particularly prominent in the South of Jiangsu development zone.Although the "town" is incorporated into the Development Zone in the administrative system,the overall construction of themlves are still actually different of development zone,and a series of district town development differences that affect the overall development have appeared,such as "town in the development zone","city village".Therefore,the villages and towns in the development zone must break the state of "isolated island" and seek the regional integration development of Suzhou Industrial Park.Promoting regional integration is not only conducive to upgrading the function mix of the development zones and speeding up the transformation,but also improving the performance of the whole development zone,maintaining social harmony and stability,and achieving new urbanization.This paper selects Suzhou Industrial Park as the research object,based on reviewing the development of the Suzhou Industrial Park,from the perspective of the space management unit changes,divided the development of Suzhou Industrial Park regional integration into four stages and summarize the characteristics and problems of various stages of regional integration development.According to these problems,construct the analysis framework of regional integration development.Through analysing the evolution process of the regional integration of various space management units in Suzhou Industrial Park,the evolution characteristics and influencing factors of regional integration are explored.Finally,through correlation analysis,we explore the source of regional integration in Suzhou Industrial Park,and propose corresponding strategies for regional integration based on the analysis results and present problems.The main conclusions are as follows:(1)Through the changes of space management unit and city planning in Suzhou Industrial Park,the development stage of regional integration about Suzhou Industrial Park is divided.Finding some problems such as planning in each stage is different,land use is asynchrony,traffic network need to perfect,service facilities need to strengthen,regional style is unified in regional integration of Suzhou Industrial Park.Aiming at these problems,put forward Suzhou Industrial Park regional integration analysis frame,including the five part:the integration of planning,the integration of land-use,the integration of traffic organization,the integration of public services and the integration of space form(2)Based on the analysis frame of Suzhou Industrial Park regional integration,evaluating the integration of planning from planning positioning and planning control,evaluating the integration of land use from the space layout,land-use structure and land-use scale,evaluating the integration of traffic organization from the per capita road area,land average road network density,traffic integration selection and traffic organization integration;evaluating the integration of public services from distribution and supply of educational resources and distribution and supply of medical resources;evaluating the integration of space form from the spatial texture and living patterns.It is found that the regional integration development of the spatial management units in Suzhou Industrial Park has significant differences and various factors.(3)By analysing the influencing factors of regional integration,this paper explores the origin of regional integration in Suzhou Industrial Park:the influence of location conditions and limiting factors,the impact of integrated planning,administrative division and management system.Then according to the origin of regional integration and the prombles of regional integration,put forward the promotion strategy of regional integration:continuing of the existing planning system,broadening the perspective of regional development;breaking the boundaries of land use,realizing the integration of land use;improving regional transportation system,realizing regional traffic integration;strengthening the construction of public service facilities,realizing regional resource sharing;paying attention to spatial regulation,constructing harmonious industrial park.
