In the context of economic globalization,the adjustment of the world economic structure has accelerated the transfer of industries including financial service outsourcing to emerging economies.The rise of Internet finance has given China the same starting line with the rest of the world in the field of financial services and innovation.China Economic restructuring and upgrading will further affect the domestic financial industry to deepen reform and innovation.The combination of multiple factors will undoubtedly bring a lot of favorable and broad development opportunities for the domestic financial service outsourcing industry.In our country,the non-governmental financial institutions have shown more intense competition,more and more complicated cooperation and more intensive division of labor.Financial service outsourcing has also become their strategic choice to enhance their core competitiveness.As far as small-sum loan companies are concerned,actively deepening their business cooperation with medium and large commercial banks is an important strategy for their establishment in China's private financial market.Such as the establishment of a micro-loan wholesale mechanism,innovation in outsourcing and retail business,resource-sharing-oriented and technology-based win-win cooperation,providing more loans to small and medium-sized enterprises and "agriculture,rural areas and farmers" Level to achieve its own rapid development.Compared with commercial banks,small-sum loan companies have a narrower source of funding;while commercial banks have more stringent loan conditions and higher costs of independently operating small-sum loans than small-sum loan companies.Therefore,the promotion of micro-loan outsourcing is an effective way to link the credit business of commercial banks and small loan companies and an important measure to solve the financing difficulty of small and micro enterprises in response to China's "Inclusive Finance" policy.This paper mainly studies the loan outsourcing business of commercial banks and small-sum loan companies,selects the "NongYin Loan" scheme agreement and business product case of A Small-sum Loan Company as the analysis object,and comprehensively applies the banking industry risk management and core business competition theory.And analyze the company's "NongYin Loan" operating costs,risks and their problems.On the basis of discovering problems,the Bank raised suggestions for improvement of the loan service outsourcing business of the small loan company,such as upgrading micro-lending technology to improve products,improving a comprehensive risk management system to control product risks,and establishing an internal auditing system to regulate the compliance management of the company.In analyzing the product advantages of "NongYin Loan",the innovation and applicability of loan outsourcing business in small loan companies was emphasized.Further,this typical successful case was applied to other small-sum loan companies in the same industry.A more general revelation has been drawn,such as the need for small-sum loan companies to issue professional standards for loan issuance on the basis of their own strengths and weaknesses in credit management,complete a comprehensive risk management system step by step,and strictly implement the post-lending management system and operational risk management system.At the same time,at the end of the article,a clearer definition of the relationship between China's commercial banks and small-sum loan companies or financial service companies in loan outsourcing services is provided,and the principles and requirements for regulating credit outsourcing businesses are proposed.It is of great significance for the small-sum loan company to complete its transformation and it will also greatly benefit the Diversified Financial Services in rural China.
