In recent years,China had a great development in politics,economy and culture,while Beijing,Tianjin and Hebei region,as the core of China,always kept in front of the most cities at the speed of the development.Although the high-speed development brought prosperity for many fields,the problem of urban carrying capacity and transport became increasingly prominent,especially in Beijing.In order to solve these problems,President Xi first proposed the idea of “ease the non-capital function” in the ninth meeting of central financial work leading group in February 10,2015.He also announced that Beijing as the capital should not carry too much functions of the city,but to focus on the four core functions of the capital published in February 2014.Once this idea could work,there would be a great promoting effect on construction in Beijing,Tianjin and Hebei region.So,a large-scale of easing actions were carried out in all regions of Beijing.Beijing is the transport hub in Beijing Tianjin Hebei region for many years,it faces more traffic pressure than any other cities.So one of the most important part of easing the non-capital function is to reduce the pressure of traffic and transfer the function of transport hub to another city.But after the transport hub transferred,the old traffic network will be destroyed by the easing action.Consumer,producer and government have to consider the effect of the action.So the traffic structure of Beijing Tianjin Hebei region should be optimized.As for the detailed strategy,a good way to solve this problem is to consider the preference.According to this point,this paper focuses on the problem of traffic network building to maximize the utility of consumer,producer and government and finds the method of optimization in different situations.First,this paper introduces the relevant researches about traffic network and makes a summary of their results.Then points out their limitation to lead this paper's thinking and significance.Second,this paper builds the traffic network model,list the utility function and solve.Then,the parameters of five traffic network structures and preference of consumers should be substituted,and compare the total utility of producers,consumers and government in each to get the method of optimal traffic network structure under different conditions.Finally,this paper makes a conclusion: When the tax rate is constant without the utility of the government,the utility of the situation which three cities connect each other must be the largest,the value of the hub model depends on the size of consumer's preference of different products,the value of the transfer station model depends on the gap betweenconsumer's preference for different products.When the tax rate is constant with the utility of the government,the utility of the situation which three cities connect each other is not the largest,the value of the hub model and the transfer station model should be judged by the factors including the cost of the road operation and road construction.When the tax rate is variable,the utility of the situation which three cities connect each other is also not the largest,the value of the hub model and the transfer station model should be judged by more complicated conditions.After the conclusion,the paper.points out the deficiencies in order to go on research.
