With the constant change of world economy,innovation has become an important factor to promote national competitiveness and social progress.With the passage of time,the amount of R&D investment has gradually become the key to represent the innovation ability of individual enterprises,and China is also looking more and more at innovation.With the development of science and technology,China's state-owned economy and living standards have been significantly improved.The lack of innovation has become a major constraint to economic growth for China,which is in a critical period of a new round of leap-forward development.However,China's R&D investment is obviously insufficient when compared with developed countries.Currently,with the increasingly fierce international economic competition,R&D activities have become an important cornerstone of national economic growth.If China wants to compete with developed countries in R&D and innovation,the government still needs to continue to increase support for R&D and innovation of enterprises so as to ensure that companies have sufficient funds,talents and resources to carry out innovation activities.More and more countries are aware that tax incentives are one of the effective means to motivate R&D and innovation.Countries encourage research and development by introducing preferential tax policies.Therefore,in this context,whether tax incentives can motivate enterprises to increase R&D investment,and how to formulate more effective tax incentives in the future in-depth reforms,and give full play to the advantages of taxation policies to control economic superiority,we need to focus on this problem.This article is based on the theoretical basis of tax incentives to encourage corporate R&D,and a comparative analysis of the preferential tax policies for R&D expenditures in 8 typical OECD countries such as the United States,the United Kingdom,and Israel.Translation of their research and development of preferential tax policies in English materials.Based on the classification standard of inclusive incentive and preferential incentive,this paper makes a comparative analysis of the specific R&D tax preferential policies in various countries,and combines the current situation and existing problems of R&D investment and R&D tax preferential policies in China.In order to improve our R&D tax preferential policy to provide reference advice. |
