In 2007,the Asian Development Bank proposed the concept of the inclusive growth for the first time,which was designed to provide guidance for the balanced development of the third world.Entering the 21 st century,the concept of the inclusive growth has been universally accepted.General Secretary Xi Jinping pointed out in the 19 th CPC National Congress to comprehensively implement the development concept of innovation,coordination,greenness,sharing and openness,ensuring inclusive growth in line with national conditions.The concept of the inclusive growth emphasizes the overall balance of the economy,society,environment and politics among the regions.More importantly,everyone should have opportunities for development and enjoy the fruits of the development with the result of especially reaching the poor.Under the background of economic globalization,the development of China has attracted worldwide attention.Meanwhile,the deterioration of the ecological environment,the serious employment situation and the significant regional differences have gradually emerged.It is imperative to explore the current social inclusive development in our country.Based on the macroeconomic database,referencing to the international frontier theoretical foundation and measurement framework of social inclusion growth,this paper constructs the inclusive growth comprehensive index and measures the all-provincial social inclusiveness during the 11 th Five-Year Plan(2006-2010)and the 12 th Five-Year Plan(2011-2015)of China.What's more,we compare the results internationally and then analyses the spatial influence of inclusive growth development in our country with the knowledge of space measurement mechanism.Further,for the first time,the article incorporates the indicator sensitivity analysis into the empirical analysis to objectively reflect the advantages and disadvantages of inclusive growth in all regions of China.The comprehensive index of inclusive growth shows that the inter-provincial inclusive growth in China is imbalanced,and the social inclusiveness in the eastern region is superior to that in the central and western regions.On the whole,areas with better inclusive growth are excellent in all aspects of economic and social development.Regions with a poor level of inclusive growth have a flat performance in the dimensions of each indicator or an excessive reliance on some aspects.Qinghai Province stands out in the inclusive growth level of all provinces in China.On the one hand,Qinghai Province has its natural geographical advantages as a guarantee,but its outstanding performance in social development and governance cannot be ignored.Through the spatial effect analysis,we conclude that there is a significant spatial correlation about the inclusive growth among provinces.In addition,the spatial measurement results of China's all-provincial level of inclusive growth show that China's inter-provincial inclusive growth has an absolute beta convergence effect.That is,regions with poor inclusive growth index will catch up with regions with good inclusive growth at a faster rate until the regional differences narrow gradually.Inclusive growth is not only affected by the level of its own development,but the neighboring provinces stochastic fluctuations will also have an impact on its inclusive growth.The sensitivity analysis among provinces during the 11 th Five-Year Plan and the 12 th Five-Year Plan shows that the sensitivity coefficient of the eastern region has a smaller standard deviation,but the sensitivity coefficient of the central and western regions are more discrete,indicating the strong dependence of regional development on some indicators.In terms of the sensitivity of indicators,the provinces show different sensitivities at different levels of inclusive growth.The imbalance of gender development,the spatial difference of air quality and the negative impact of duty crimes should be highly regarded by the society.
