Research On Financial Policy To Promote The Optimization Of Industrial Structure In Shanxi

After the financial crisis in 2008,the domestic economic growth slowed down,and coal and other energy prices fell sharply.The coal dominated industry in Shanxi province was in a downturn.The GDP growth rate was once negative.The long term imbalance of industrial structure amplifies the impact of the financial crisis.In 2010,Shanxi province was identified as the largest demonstration area of comprehensive transformation of resources in China,and the optimization of industrial structure transformation is facing new opportunities.In order to promote the healthy and stable growth of the economy,the industrial structure of Shanxi must be upgraded and optimized.Whether it is the elimination and upgrading of the backward industries,or the development and expansion of the emerging industries,the role of fiscal policy can not be ignored.The rational and efficient fiscal policy can push forward the process of industrial structure optimization with half the effort.Therefore,the policy path of fiscal policy on the optimization of the industrial structure,analyzed the effect of the policy on the adjustment of industrial structure,summarizes the experience of promoting the optimization of industrial structure policy,and according to the actual area of continuous improvement and improvement of the specific policies and regulations,to promote has very important practical significance at present industry structure upgrading,the future health of the economy sustainable development.Inspired by this background,the paper first systematically collated and learned the theoretical results of industrial structure optimization and fiscal policy.Then the use of statistical and quantitative knowledge of the industrial structure of Shanxi province and fiscal policy carried out in-depth analysis,summed up the inadequacies of fiscal policy in Shanxi Province,finally,in basis of absorbing foreign advanced experience of resource-based regions,for future fiscal policy formulation provides some feasible suggestions,with strong practical significance.In the application of the research method,the empirical analysis method and the standard analysis method are adopted.The theoretical point of view,introduces the main evaluation system for the optimization of industrial structure,mechanism of fiscal policy to optimize the industrial structure is analyzed from two aspects of supply and demand;empirical analysis,according to the Shanxi province industrydata and financial data,qualitative analysis of Shanxi industry structure and fiscal policy status at the same time,through the establishment of measurement model,further characterization quantitative effect of Shanxi province fiscal policy on the industrial structure,which provides a basis for policy recommendations.This thesis uses the method of case analysis,it analyzes the industrial structure transformation of resource-based regions significant optimization Ruhr in Germany,France and Japan Kitakyushu Lorraine advanced experience,to optimize the industrial structure of Shanxi province policy formulation has a strong sense of learning.Many scholars on issues related to the stay at the national level,while our country is vast,each province facing different economic development based on environment and resources endowment,but the optimization of industrial structure does not exist a unified paradigm,will inevitably lead to the different tendency of fiscal policy.The possible innovation of the paper is that based on the restriction of the local government power and the reality of the typical resource-based area of Shanxi Province,the fiscal policy recommendations for Shanxi to optimize the three industrial structure are given.
