The evaluation of regional economic policies is an important part of the process of improving regional economic policies.A large number of documents have studied the effects of various policies.However,on the one hand,the effectiveness of regional economic policies based on spatial attributes is currently controversial.On the other hand,West Development Strategy is an important part of China's overall regional coordinated development strategy,and its role in upgrading the industrial structure and economic growth of the western region can not be simply seen.Therefore,objectively evaluating the implementation effect of the Western Development Strategy can not only help verify the effectiveness of regional economic policies,but also help improve the policy procedures for the development of the western region,and then objectively understand the implementation of the Western Development.Based on systematically reviewing related literature,this paper evaluates the impact of West Development Strategy from the perspectives of the structural and national effects.In the evaluation of structural effects,the theoretical mechanism for the influence of the West Development Strategy on the industrial structure was first constructed.Then based on the panel data of 234 prefecture-level cities in China from 1994 to 2015,using propensity score matching and difference in difference method(PSM-DID).The impact of West Development Strategy on the upgrading of industrial structure in the western region was examined.Finally,conclusions were drawn and policy recommendations were proposed.In the evaluation of the national effect,the theoretical mechanism of the overall economic impact of the West Development Strategy on the whole country was first constructed.Secondly,through empirical research and literature research methods,the impact of the West Development Strategy on the national economy was studied.Finally,policy recommendations were proposed.Through the above research,the conclusions reached in this paper are as follows: In the local effect(structure effect),West Development Strategy did not play a significant role in promoting the transformation of the industrial structure from the second industry to the third industry in the western region.In the robustness test,this paper found that the western development has significantly improved the industrial structure of the provincial capital cities in the western regions than that of the entire western cities and non-capital cities.The inspection of the mechanism shows that the low level of infrastructure construction and the low proportion of expenditure on science and technology education in the fiscal expenditure are the main reasons for the slow upgrading of the industrial structure in the western regions.In the national effect of West Development Strategy,the outflow of energy resources and the outflow of labor force from the western region have positively contributed to the national economy.Therefore,this paper proposes relevant policies from the aspects of strengthening urban infrastructure construction,adjusting government expenditure structure,paying attention to the coordinated development within the region,and promoting the flow of production factors.The innovation of this paper are as follows: First of all,this paper adapts to the phased nature of the West Development Strategy.After the economic growth and total economic output of the western region have been raised,considering the role of the West Development Strategy on the sustainable development on western regions,this paper take the upgrading of industrial structure as the research perspectives,Secondly,it closely follows the frontiers of regional economic policy research,studying the welfare effects of West Development Strategy on the country as a whole.
