| Since 1978,China's economy has developed rapidly and people's living standards have been continuously improved.However,China's economic development has been based on extensive high energy consumption and high pollution development over a long period of time.The contradiction between economic growth and resource environment are becoming more increasingly prominent.Therefore,it is essential to coordinate the relationships of economic development and resource environment,and to promote harmony between human beings and nature.Under this circumstance,green development,a new theme,emerges at a historic moment.As the representative of the old industrial base,Benxi has made great contributions to the economic growth of Liaoning Province.Benxi has long depended on the extensive development mode of high energy consumption,high investment.The high energy consumption industry has a large proportion in the industrial development of Benxi,which has a great impact on the economic development of Benxi.They promote its economic development,but also faced grim situations such as tight resource constrious,environmental pollution,ecosystem degradation,which makes us pay a great deal of ecological resources and environmental costs.The green development is particularly important.Therefore,it has become an important subject in the process of economic development in Benxi,how to ease the contradiction between resources and environment.This dissertation defines the concept and summarizes the basic theory of green development,analyzes the current situations and existing problems in the development process of Benxi and the causes of these problems.Appraisal systems of Benxi green development have been set up on green rate of economic growth,ecological resources and environment carrying capacity and green development policy.By entropy weight method,the development situation of Benxi green development from 2011 to 2015 is researched.The main results as follows: firstly,green development in Benxi is better year by year,economic situation is good,high and new technology industrial development increases.Secondly,the resource environment has been greatly improved,and the innovation of scientific technology largely promotes social development.Finally,the government support for protecting resources and environment and preventing environmental pollution politically.As the actual situation of green development in Benxi,some suggestions have been made in some areas: adjusting industrial structure,innovating production technology,enhancing the concept of green development,strengthening the supervision and regulation,strengthening the publicity and education. |
