Research On Intergenerational Transmission Of Poverty On The Basis Of Human Capital

How to solve the problem of poverty,especially to block the intergenerational transmission of poverty,and get rid of the vicious circle of poverty is a difficult problem all over the world.This paper makes an in-depth study of the intergenerational transmission of poverty by using CHNS data.First of all,the present situation of poverty is compared and analyzed in three aspects of different years,different regions and divided urban and rural areas.;Then,through the intergenerational income elasticity model,we measure the IGE of the poor parents and their offspring in three aspects:gender,region and urban and rural areas,so as to grasp the current situation of intergenerational transmission of poverty in China;Then based on the perspective of human capital,analysis of the characteristics of correlation and significance between the parents and the children,the children and the children,and the use of Logit model,to investigate the level of education,skill status and health status of the characteristics of human capital in the role of intergenerational transmission of poverty;finally put forward the feasible suggestions to help poor families out of poverty based on the conclusion of the study of the cycle of intergenerational transmission.The results show that:first,China's poverty still exist deep and obvious differences between urban and rural areas and regions,the total elimination of poverty is still very arduous task;second,in China there is a serious problem of intergenerational transmission of poverty,children vulnerable to a generation of economic disadvantage impact of poverty and marsh;third,poor parents and the offspring of the human capital level is very low,and the parents' education level,the highest level of education,occupation and level of the medical insurance level of intergenerational transmission of poverty has a significant negative impact.Based on the research results,this paper put forward four policy proposals:first,the government plays the leading role,establish differentiation,equalization of education financial investment,increase education funds investment,setting up educational poverty alleviation projects,actively implement the education of anti poverty strategy;second,enhance poverty the employment skills,increase employment opportunities,construction,strong occupation professional schools to increase funding for education in poor areas of investment,targeted free employment skills training;third,improve the medical security level of assistance,to strengthen and improve the medical assistance system,improving the public health system,consolidate and improve the level of medical care in rural areas;fourth,encourage the poor to change ideas,change"want me out of poverty "to" I want to get rid of poverty",and the government should actively help the poor to improve production and living conditions,develop suitable industry,open up channels of income,such as to set up "cooperatives","land to share",etc,internal power enthusiasm and stimulate the development of poverty.
