The Problem And Countermeasure Research Of The Financially Making Structural Tax Reductions And Cutting Fees Across The Board In Xiangtan City Of Hunan Province

Poverty,as a ubiquitous and long-standing issue worldwide,deviates from the essence of common prosperity,which the socialism system is applying herself with the socialist system.The Party and government have made unremitting efforts in order to effectively address this problem.In 2013,President Xi formally proposed the idea of making structural tax reductions and cutting fees across the board when he inspected Hunan province.Since then China has formally entered a new era which starts from “blood-transfusion”poverty alleviation and switches it to better “blood-making function” for poverty alleviation and steps towards “precision type hematopoietic ”.In order to solve the problems,our country has put up with an “Idea of China ”,and higher requirements in details.As an important means of "precision type hematopoietic",financially making structural tax reductions and cutting fees across the board comes on to the stage of aid-the-poor with the cheers of world.It is an important “key” for the people in the poor areas to shake off poverty and pursue their happy life.This thesis focuses on financially making structural tax reductions and cutting fees across the board.It can be divided into the following five parts:The first part is the introduction.It primarily introduces the background and significance of the research,overviews relevant research at home and broad and clarifies the thought,methods,main contents of the research as well as the possible innovation and insufficiency.The second part provides the theory outline.It mainly presents the connotation,theoretical basis,progress and importance of financially making structural tax reductions and cutting fees across the board.Part three is case analysis.It discusses the current situation,progress problems and the causes of financially making structural tax reductions and cutting fees across the board in Xiangtan City.These problems include malposition of understanding,immature information sharing system,insufficient effective supply of financially making structural tax reductions and cutting fees across the board,lagging financial environmental construction in poverty-stricken areas and underplay of government role The fourth part is comparative analysis,showing the successful experience at home and broad and the enlightenment for improving the aid-the-poor system.The last part proposes solutions.It mainly discusses the principles of building aid-the-poor system and proposes perfecting measures from the four aspects: diving the responsibilities of government and market to ensure orderliness;improving the environment of financial aid-the-poor to maintain harmonies in financially making structural tax reductions and cutting fees across the board;promoting poverty alleviation ability of financing institutions to guarantee efficiency,developing anti-poverty ability of impoverished group to ensure sustainability.
