Infrastructure,as the material carrier and foundation of economic and social development,plays an extremely important role in promoting urban and rural development and raising people's living standard.Since the reform and opening up policy 30 years ago,the demand for infrastructure has been growing with the rapid development of China's economy and the acceleration of urbanization process.In 2016,China's urbanization rate was 57.35%,which was still lower compared with the current 80%of that in developed countries.For the aim of 60%of urbanization rate in 2020,it calls for the investment of a lot of construction funds.For a long time,governments have been the dominant investor in local infrastructure construction.In recent years,with local governments' revenue slowing down and governments' debt increasing,the traditional model of investment dominated by the governments has failed to meet the demand for infrastructure investment.Moreover,the public goods and services provided in the traditional manner have problems such as high investment,lack of efficiency and low quality,and are constantly criticized by the society.How to tackle this difficult problem has become a hotspot issue in economy.The Third Plenary Session of the 18th Central Committee of the CPC has clearly stated that private capitals are allowed to participate in the investment and operation in local infrastructure construction in such ways as licensing to improve resource allocation efficiency and ensure fairness.This statement by its very nature includes the application of PPP model.PPP(Public-Private-Partnership)model,as a way that government and social capital cooperate in infrastructure construction,and provide public goods or services,plays an increasingly important role in infrastructure construction.Since 2014,the Ministry of Finance,and National Development and Reform Commission have issued the relevant guidance and operational guidelines all over China to carry out the recommendation and implementation work of PPP pilot projects.In early 2015,"the notice of the promotion of government and social capital cooperation" was issued in Fuzhou,the capital city of Fujian Province.After that,the first six major infrastructure projects were put into the PPP projects,and implemented.However,after more than two years of practice,there are still many problems due to the market and government boundaries,policies and regulations,risk sharing and benefit sharing mechanism,financing system,project selection and evaluation,and private enterprise entry.Therefore,the implementation of PPP projects is still slower,less efficient than expected.In view of this,taking the PPP model of water industry in Fuzhou as an example,this paper aims to explore how to promote the PPP model in infrastructure construction and look for related solutions,based on the current problems of application of PPP model in the local infrastructure construction from the typical cases.First of all,on the basis of introducing the current situation of PPP model research and related theoretical analysis,this paper analyzes the current situation of investment and financing of infrastructure construction in Fuzhou,by the analyzing the existing problems of PPP mode.Secondly,this paper chooses two different types of PPP project demonstration analysis and comprehensive evaluation,and points out the directions that the PPP mode application needs to work towards.Finally,the thesis,based on the experience of application of PPP in 6 countries,offers suggestions for the application in infrastructure construction from perspectives such as governments,roles,institutional environment,interest mechanism,supervision and operation.Throughout the research process,theories and practices have been combined with literature review and case study mutually complementary,the purpose of which is to provide an applicable solution for the application of PPP in infrastructure construction and provide decision-making reference for the relevant parties.
