Rural Land Management System Innovation Research In China

Current our country is comprehensively deepen the reform,the new era,new social features,the emergence of social demand and social tasks require new ideas and new perspective analysis and study the current social reality.Our country is agricultural country's basic national conditions,determines the difficult point of China's reform in the history of rural reality.Since its founding,our country basic farmland management system reform and the adjustment is carried out under the guidance of Marx's ownership theory.This is due to the Marx's ownership theory with rich content,such as,the ownership of the ownership or ownership,and the realization of public ownership form of socialist public ownership and the integrity of Marx's ownership theory itself,richness,and thinking of the value of humanism.Change this to promote our country the current farmland management system,especially the direction and the basic foothold has very important theoretical guiding role.Promote the overall deepening of rural reform and development,the main or start from the basic rural land management system.Since the founding of the farmland management system after a series of reform and adjustment,the relation between peasants and land is also from the independent private to public completely.And after the reform and open policy,our country has established mainly household contract management of the new operation system,this system liberated the rural productive forces and promote the rapid development of rural economy.After entering the 21 st century,however,the limitation of the present farmland system in China: land property right is fuzzy,the collective organization of "system" function display,poor land "points" phenomenon is serious,such as nonstandard farmland circulation become a new challenge of farmland management system reform in the new century.Therefore,in the new century,the innovation to promote the reform of farmland management system in China,must always adhere to the basic guiding principle of Marx's theory of all,adhere to the direction of farmland management system reform of public ownership,always with the fundamental interests of the farmers as the starting point,strive to achieve the diversity of farmland.On this basis,the theory innovation to push forward the reform of farmland management system in our country,promote the reform of farmland management practice patterns of innovation,system innovation countermeasures to push forward the reform of farmland system in China.This paper is divided into four parts: the first part mainly expounds the basic content of Marx's ownership theory and presents the basic features of Marx's ownership theory;The second part mainly discusses the innovative development of Marx's ownership theory in our country and the history of our country land management institutional change process and historical experience;The third part mainly discusses the farmland management system has limitations and challenges as well as Marx's ownership theory enlightenment on the current farmland management system reform in our country;The fourth part based on the above three parts,this paper discusses mainly the innovation to promote innovation of farmland management system reform in our country system theory and the related countermeasures and Suggestions.
