With the establishment and improvement of the socialist market economic system,our economy has witnessed a sustained and healthy development.We need to make great efforts on accounting,auditing and other economic-verification intermediary service industry.As the domestic CPA industry started late,accounting and auditing standards are still evolving,the domestic development of CPA significantly lag behind foreign accounting firms in the fierce market competition,which calls substantial support from our country.In October 2009,the State Council issued the SCS[2009]No.56" Comments on accelerating the development of China's CPA industry" which proposed five major objectives and talent strategies leading to the next five years on accelerating the healthy development of the CPA profession.The human resources plays a decisive role in the development process of accounting firms,which are knowledge-intensive institutions.In the final analysis competition among accounting firms depends on the competitive performance of human resources during the continuous development of market economy.Affected by the characteristics displayed in the development of the profession,we must rely on reasonable structure,internal and external balance and dynamic development of the human resources system in order to become bigger and stronger with a more powerful core competitiveness,which will enable local accounting firms achieve great strategic goal of internationalization.ZH Certified Public Accountants Co.,Ltd.is a large,comprehensive and professional service agency with the licenses for stocks and futures business issued by the Ministry of Finance,and the China-Securities Regulatory Commissions well as the National Audit qualifications to audit State-owned key enterprises authorized by SASAC.ZH are qualified to provide all kinds of professional services in terms of capital markets,audit,internal control and risk consulting,IT audit and IT consulting,human resources consulting,accounting services,professional training,and international business etc.Although ZH ranked the top 15 among comprehensive evaluation of accounting firms released by the Chinese Institute of Certified Public Accountants(hereinafter referred to as " the CICPA"),human resource management problems still exist.By applying human resource management theories both home and abroad,this paper analyzed current situation including organizational structre,human resource structure,recruitment,training,performance,compensation and benefits administration etc.based on interviews and survey data of ZH Accounting Firm Meanwhile,other human resource management issues were specifically diagnosed,including:waste of human resources costs owing to the deficiency of personnel planning;restricted in development caused by the shortage of CPAs;imperfect staff training system;no further performance management and so on.In response to these problems,this paper proposes a number of solutions to improve human resource management of ZH Accounting Firm to a certain level:Firstly the importance of strategic human resource management should be recognized,the human resource concept transformation and the continuous improvement of human resource management technology should be paid attention to.Secondly,the firm's human resources management system need to be optimized in designing,including thorough job analysis,reasonable workforce planning,staff training and development system improvement,employee performance improvement promoting,etc.;finally,as a typical knowledge-intensive service agency,ZH Accounting Firm not only to achieve the above measures,but also should attach importance to high-performance and high-potential talent management in the future for enterprise development process to create its own talent management system in order to continuously maintain and promote human resources management effects. |
