Study On The Countermeasures Of Promoting The Agricultural Science And Technology Innovation Implementation In Agriculrural Makers

The word "maker" was formally written into the government work report in March of twenty fifteen.It caused widespread concern in all sectors of the country.From many aspects,people explored the value of maker in scientific and technological innovation practice and its realization path.Agricultural science and technology innovation is the organic composition of the national innovation system.Agricultural innovation is an important part of the maker group.This paper took the combing and mining of existing researches and ideological root on maker as the starting point.It discussed deeply on the theoretical connotation of agricultural innovation,comparatively analyzed the advantages of scientific and technological innovation activities development for agricultural makers,and analyzed the role positioning and function of maker in agricultural science and technology innovation.This article summarized the main factors that affect innovation activities of science and technology,and built the paths and measures to promote the implementation of agricultural technology innovation for agricultural makers simultaneously.The agricultural maker and maker hit off the same meaning.It refers to individuals and groups that have a strong interest,willing to share the idea of agricultural science and technology innovation and committed to the transformation of agricultural science and technology innovation to the agricultural production reality.They have the characteristics of subject pluralism,interest orientation,form flexibility and motivation.Compared with the traditional agricultural scientific research personnel,innovation activities of agricultural maker have the development advantage of low threshold,innovative places diversification,creative product sharing,and higher innovation efficiency.They also have the function of accelerating the transformation of scientific and technological innovation achievements,integrating the folk wisdom of agricultural science and technology innovation,strengthening the combination of agricultural science and technology innovation and entrepreneurship,and so on.In practice development,agricultural science and technology innovation activities carried out by the agricultural maker encounter many difficulties.It is restricted by objective factors and subjective factors.In objective level,the public awareness of the agricultural maker is not comprehensive and even wrong.It does not form the national innovation and entrepreneurial culture environment for "everyone can be a maker”.Network infrastructure investment is insufficient,the coverage rate is not high,and its share is not enough.Agricultural policy support,financial support,information support,and technical support are not perfect.In subjective level: Agricultural makers themselves have some shortcomings,which mainly reflected in the lack of operational capacity,weak interaction and communication awareness,insufficient collaborative innovation concept,and comprehensive cross-border talent shortage.Based on the analysis ofcharacteristics,development advantages,role functions and difficulties faced by the agricultural maker,this study constructs the path and countermeasures of promoting the agricultural science and technology innovation implementation from five aspects by combining the practice of agricultural science and technology innovation in China.They are creating a cultural environment of the whole people's innovation through the propaganda and activities to guide the public actively participate in agricultural science and technology innovation practice,promoting the quality of agricultural makers by school education and social training to reserve talents for agricultural science and technology innovation,making internet as the carrier and assistant of achieving its innovation and entrepreneurship for the agricultural makerbyconstruction of the network hardware facilities and improving the quality of agricultural website and operation levels of users,accelerating the construction of agricultural public raised platform,optimizing the online business to provide innovative financial support for agriculture makers,creating perfect agriculture related policies and regulations to provide the policy environment and regulatory environment,which is good for agricultural science technological innovation.
