Research On The Development Mode Of The Local Government Investment And Financing Platform

The proposing of national strategy of "One Belt and One Road" and “China's Gateway to the Southwest”,provides a great opportunity for the comprehensive development of Yunnan.The Central Yunnan Industry Cluster Area,as the important terminal of economic cooperation among Yunnan China,Southeast Asia and South Asia,has the qualification to become the new heights in the new term of china ' s open policy,and the growth pole of great-leap-forward development in Yunnan,which would lead the full operation of "One Belt and One Road" and “China's Gateway to the Southwest” in Yunnan.It will be the support of continuously adjusting and optimizing industrial structure,promoting industrial upgrading,accelerating changes in the mode of economic growth and rising of a breakthrough.To become the gathering of Yunnan industry,improving the environment of investment is indispensable.Despite of enhancing the tax incentives and reducing the land cost for investors,the Central Yunnan Industry Cluster Area will pour more energy into urban infrastructure construction.Thus,sufficient fund of urban infrastructure construction is the key to whether this area would be the gathering of industry and the growth pole of great-leap-forward development.The issues,which the local governments at all levels would face and focus on,are how to build investment and financing platform companies by governments,how does the companies make the long-term progress based on their own in the norm of China's economy,and at the same time provide a steady stream of funding to the urban infrastructure construction of local governments at all levels.Referring the experiences and the methods of urban infrastructure construction investment and financing among developed countries,this thesis takes the investment and financing platform company of the Central Yunnan Industry Cluster Area-Central Yunnan Industry Development Group Co.,Ltd.as an example to research the developing mode of investment and financing platform companies established by governments.Via the researching of the necessity of establishing the investment andfinancing platform companies by local government,the author provides the new development mode of investment and financing platform companies which embodies the norm of China's economic development and consists with the actual situation of the Central Yunnan Industry Cluster Area.
