Since 2013,China's services has run faster than industry,and become the largest contributor to GDP.It reflects the development of China's services,the most important is Services has reached a very important stage,so the research on competence characteristics and talents management of human resource managers is significant for the development of services.With the rising status of services in the social economy,many service enterprises are trying to improve their service level,and enhance the competitiveness of the enterprises.As one of service providers,human resources affects and contributes to the quality of service enterprises directly,therefore,efficient investment and management of human resources is one of the effective ways to achieve this goal for the enterprise.Human resource managers own quality and ability in a great extent,which will directly contribute to the level of the enterprise's human resources management.The service quality and the level of human resources management is up to competence of human resource managers directly,that further determines the competitiveness of enterprises.Currently,services has placed great emphasis on enterprises' human resources management.Both academic and business community are very concerned about the research on quality and ability of their staff,but related researches on human resources managers'competence characteristics that affect the service ability of the enterprise are not rich enough.Therefore,this article will start from this area,analyze qualified characteristics of human resource managers in services and select the high-star hotels as the respondent,because these hotels own the first-class quality of service,high-end professional talents and relatively perfect management system,which can be used as a typical representative of services.Based on the existing research results,this paper will firstly decide the competence characteristics of human resources managers in high-star hotels.Through interviews,questionnaires and combining with the industry background,the author will further verify and determine human resource managers' competence in high-star hotels,and eventually build the most optimal competence model that is suitable for services.This competence model can provide basis for human resource management and self development and management of human resources managers.The model contains three dimensions,a total of 18 traits are:individual and enterprise's development(achievement orientation,initiative,flexible ability,vision,learning ability,analytical ability,self-control,monitoring ability,transform ability),team leadership(professional knowledge and skills,talent training,coordination ability,team cooperation consciousness,influence),personal qualities and service consciousness(self-confidence,information collecting ability,interpersonal understanding ability,customer orientation).After determining these 18 traits,the author will put forward application advices about the competence model of human resource managers in services.By raising the level of human resource management in enterprises,enterprises will strengthen their own competitiveness.The author expects this article can further enrich the research quantity of human resource managers' competence in services,and contribute to long-term development in services.
