Research On Educational Expenditure Structure Of China's Public Finances Based On The City Of Nanjing

Since the founding of the People's Republic of China,especially since the reform and opening up to the outside world,education has made remarkable achievements,and meanwhile the education system has undergone profound changes."The strategy of developing the country through science and education"has become China's basic national policy.Education expenditure and its share of GDP have been being increased year by year,which plays an important role in promoting education and economic development and improving the quality of citizens.At different times and in different stages,different political systems,different financial institutions,as well as the different level of economic development and policy conditions,the structure of fiscal expenditure on education is seriously unbalanced in China,including the imbalance of the use structure,hierarchical structure,regional structure and uneven share structure.This kind of imbalance seriously not only affects the efficiency of the use of financial education expenditure,allocation of educational resources,but also affected the education fair,which restricts the improvement of the quality of education,and ultimately hinder the development of educational career.It is necessary to study educational expenditure structure of China's public finances and propose appropriate countermeasures and suggestions.The main contents of this article includes:(1)literature research home and abroad:research on Educational Equity home and abroad,public reform and education reform areas;(2)Study the structure of expenditures on public finance in China from the perspective of educational system change:research on the content and type of Institutional Change,and the relationship between education and education finance system changes;(3)the evolution of the context of China's national fiscal expenditure structure of public education:the education financial expenditure structure is divided into four phases:the early days,the Cultural Revolution,the beginning of reform and opening up to the outside world and"from1992 to today";(4)The unbalanced development of expenditure structure of public education finance and the status quo:to study the use of fiscal expenditure structure of Chinese education,class structure and the status and the predicament of sub-regional structures.Select the relevant data of education expenditure structure changes from China and Nanjing,and give the empirical analysis.(5)The analysis of existing problems and reason of China's educational expenditure structure of public finance;(6)the change in the course of development:it is significant to propose relative suggestion and policy of adjusting countermeasures,in the structure of educational expenditure of China's public finances.
