Video is one of the most direct ways for people to obtain valuable information.With the rapid development of network and wireless communication technology,people's demand for high-definition video is increasing.Getting video information usually requires collecting a specific scene or target object through a video recorder,and then transmit them to the terminal through the network,so that the video can be played in high-resolution(HR)imaging equipment.However,due to the limitation of network bandwidth and storage resources,we can only get degraded low-resolution(LR)images and video files in most cases.Therefore,how to use limited resources to transmit these video data and meanwhile get high-quality video images has become the research focus among many scholars,and image interpolation is considered to be one of the effective methods to solve this problem.HEVC is the best performing video coding standard at present.It is mainly designed for coding HD video.This standard greatly improves the efficiency of video compression and further reduces the hardware requirements of video network transmission.However,its coding complexity is much higher than that of other video coding standards,so its performance is not very good under low bit rate range,and the decoded video also has serious distortion.Concerning this issue,this paper proposes a video compression framework based on selfsimilarity video image interpolation algorithm equipped with HEVC encoder.Firstly,this framework conducts down-sampling on original video sequence at the encoder to obtain degraded LR short video.Then,we need to use HEVC encoder to code and decode this short video,and finally use image interpolation on decoded short video in order to restore it to initial image size.The framework greatly reduces the amount of data that needs to be encoded,and the output video image under low bit rate range has better subjective visual effect.The experimental results show that the quality of output video obtained by this framework under low bit rate range is higher than that directly obtained by HEVC encoder.
