Driven by the integration of industrialization and informatization,the industrial control system is gradually developing in the direction of intelligence.The intelligent industrial control system has thus emerged as the times require and has taken on an important role in the construction of national economic infrastructure.If any security problems affect the normal and stable operation of the intelligent industrial control system,the chain reactions can be consequences ranging from economic losses,personal safety or significant damage to the environment.Under this background,this paper studies the security policy issues related to intelligent industrial control systems by expounding two major aspects,i.e.,functional security assurance and information security precaution and the collaborative control to deal with its potential conflicts and contradictions after obtaining functional security policy and information security policy.In terms of system functional security assurance,as instantaneous faults account for an extremely high proportion among existing faults,this paper focuses on the security problems that may occur when intelligent industrial control systems face instantaneous faults,and proposes a hierarchy fault-tolerant control method based on instantaneous faults to guarantee the functional security of the system.In terms of information security precaution,it analyzes the structure characteristics of each level of the intelligent industrial control system,explores its security requirements,deploys different defense measures for each level of different security requirements,and finally builds a multi-level information security defense-in-depth system.It also emphasizes the intrusion response technology of the system control level and proposes a multi-objective optimization method based on distance to complete the decision-making process of the security policy.Among them,alternative policies are produced through comprehensive analysis of precaution policy,functional failure recovery policy and alternative security policy space;the multi-objective optimization of comprehensive security benefits,system benefits and state benefits generates Pareto optimal solution set and provides direct information for security policy decisions;By taking the the idea of distance calculation in spatial analysis mathematics and calculating the distance between policy and the ideal policy within the Pareto optimal solution set,it finds the policy corresponding to the minimum distance and this policy is regarded as optimal security policy.Regarding the collaborative control of functional security policy and information security policy and on the basis of differences and similarities of the two types of policies,this paper analyzes and explores the potential conflicts and contradictions that may exist between them,and proposes a collaborative control algorithm to obtain the corresponding conflict-free security policy.
