| The old-age insurance for urban workers has been widely concerned by people,and it is an important issue affecting social development.At present,the social insurance agencies in various places in China are not unified,resulting in the provincial,municipal and county levels of social insurance agencies are different,the establishment of institutions is decentralized.In the process of management,there are some problems such as information sharing is not timely,payment information is not shared and so on.At the same time,the decentralization of agencies increases the social security costs of agencies and enterprises.In order to improve the administrative quality and efficiency of government departments,increase government supervision and service functions,it is also of great practical significance to vigorously respond to the call of the State Council "Internet + government affairs",and to establish a unified social insurance service platform through information technology.Since 2006,Shaanxi Province has carried out the construction of the first phase of the Golden Insurance Project in an all-round way,promoting the standardization of the business and information sharing of the whole province's social system.Shaanxi Province has 12 cities(including Yangling demonstration area and Hancheng plan single city),114 districts and counties,through the implementation of unified application software,the whole process of social insurance business informationization has been realized under the support of informationization means.Based on the "core platform",Shaanxi Province has built a "multi-risk integration,disassembly and integration",which can be both provincial-level and municipal-level large-scale centralized model.The deployed provincial unified business system has played an important role in standardizing business processes,improving the eff-iciency of social security work,improving management capacity and service level.This paper analyzes the status quo of social security information at home and abroad,and puts forward the design and implementation of an online service platform for urban workers'pension insurance by means of advanced information technology and combining with the actual operation of urban workers' pension insurance in Shaanxi Province.The system platform tends to be business management,undertaking the enterprise staff pension insurance business to extend the work of the insured units.Aiming at the multi-channel service mode of insured enterprises and insured personnel,simplify or optimize the rules and procedures,and reduce the number of on-site handling.Through the linkage of online service platform,the whole process of handling affairs is open,transparent,traceable and verifiable,and the satisfaction of the masses is enhanced.The implementation method proposed in this paper can meet the requirements of business administration and management under the current 'Internet +government' requirement,which is in line with the development trend of e-government informatization in China. |
